​​​​The Puerto Rico Highway and Transportation Authority’s (PRHTA) Design Area is updating its Registry of Qualified Design Consultant firms, in compliance with federal regulations and applicable local laws. Interested consultant firms (local and non-local), will be given a fair opportunity to be considered in future Requests for Proposal (RFPs) process to engage in Engineering and Design Related Services.  These include: planning, environmental, transit, soil studies, topography, hydrologic and hydraulics, geotechnical, among other services. 

For previously non-qualified firms, PRHTA will qualify Proponents quarterly through this RFQ process. For already qualified firms interested in maintaining their qualification, PRHTA will require Proponents to annually submit updated documents necessary for compliance with current requirements to the firm to keep its qualification.

Interested consultant firms must send an email to designrfq@act.pr.gov indicating their interest to participate in the RFQ process.  This email shall include the following: firm’s name, owner(s) name(s), and the name, position, phone number, and email address of the person within the firm who will act as the Point of Contact (POC). PRTHA will reply the POC, via email, all necessary instructions to access the documents to proceed with the RFQ process.

The evaluation process will be carried out quarterly by an Evaluation Committee. Although there is no due date, a deadline to submit the Statement of Qualifications (SOQ) package to be evaluated and notified within the current quarter is indicated in the RFQ document. ​​
