The Puerto Rico Public Housing Administration (PRPHA) seeks Proposals from qualified individuals and/or legal entities that can provide high quality Gunshot Detection and Location System and other related services for PRPHA that exceed PRPHA's available Staff and technical resources.  It is the intent of this RFP to provide PRPHA with the capability and flexibility to supply the agency with highly skilled Consultants that will be available to respond to requests for Gunshot Detection and Location System in a timely manner, on an “as-needed basis".
 
The RFP package must be downloaded from the website https://subastas.avp.pr.gov.  Interested Respondents must enter the user's Guide to participate in RFP Process, upload Procurement Package. Attendance of interested Respondents to the Virtual Pre-Submission Conference, on the date, hour and platform indicated above is not mandatory, but participation is highly recommended.
 
Proposals will be received at #606 Barbosa Ave., Juan C. Cordero Dávila Building, 9th. Floor, Procurement Office.  San Juan, PR, 00936, until the date and hour describe above.

Proposals submitted after the date and time established for opening, shall be recorded as a late Proposal and retained unopened in the contract file.  No Proposal should be withdrawn, for a period of 90 days after the date of receipt of Proposals, without the consent of PRPHA.  PRPHA will not be liable for any claim, loss, damage or cost as a result of this Request for Proposal.
 
PRPHA, reserves the right to reject any or all Proposals received and to waive any informality in the RFP process.  This procurement is totally financed by Federal Funds.

This solicitation complies with the most recent requirements of federal and state laws and regulations applicable to the procurement process, included in the rulings of U.S. Department of Housing and Urban Development (HUD): 2CFR 200.320(b)(2)(iii); HUD Procurement Handbook 7460.8 REV‑2, and PRPHA Procurement Manual (Rule No. 8967, approved June 9, 2017). Awarded Respondent shall comply with Davis–Bacon Act (40 U.S. Code 3141-3148) as supplemented by Labor Standards established by U.S. Department of Labor (29 CFR Part 5), and requirements established in Section 3 of the Housing and Urban Development Act of 1968, as amended (12U.S. Code 1701u), related to ensure the creation of new jobs and other economic opportunities generated by HUD or by Projects Assisted by HUD.  The respondent is also required to have an active status at System for Awards Management (SAM).
