PRE-PROPOSAL MEETING: All interested firms or individuals must attend to mandatory
pre-proposal meeting, to be held in accordance with the following Thursday,June 15,2023 10:00a.m.  PBA CONFERENCE ROOMS (A & B):P-Floor, North Building,
RSV Government Offices Complex (known as Centro Gubernamental Minillas), ​De Diego Avenue (Parada 22),
Santurce Ward, San Juan, Puerto Rico.PROJECTS’
SITE INSPECTIONS: It
is also a mandatory condition for this RFP that all prospective proponents visit
each selected project, to become acquainted with actual conditions, restrictions,
and limitations of each site and police station building facilities. Therefore,
all
interested firms or individuals must attend to selected
project site inspection, to be held
in accordance
with the following schedule:
3640 San Lorenzo Police Station Wednesday ​June 21, 2023 9:30 a.m. #188 Luis Muñoz Rivera Street, San Lorenzo, PR.​ 3830 Loíza Police  Station Thursday, June 22, 2023. 9:30 a.m. Intersection  between State  Road PR-187 and State Road PR 851, Loiza, PR.​
​PBA requires that all interested firms and individuals sign an official attendance list provided by the PBA representative during said pre-proposal meeting and each project sign inspection, respectively. Failure to attend the pre-proposal meeting and/or selected project site inspection shall result in the rejection of any submitted firm or individual's proposal response and would be sufficient cause for any proponent's disqualification from this RFP.​

  ​In compliance with applicable Laws and Regulations, Public Buildings Authority (PBA) invites all interested individuals and firms (natural and legal persons), which are capable to comply with the minimum requirements to contract with the Government of Puerto Rico, to submit qualifications statement and proposal response for A/E design professional services and construction works (design and build services) related to proposed modernization and general repairs to police stations indicated above. Said requirements are stipulated by Act No. 73-2019, as amended, known as Ley de Administración de Servicios Generales para la Centralización de las Compras del Gobierno de Puerto Rico del 2019, as well as Regulation No. 9230 of November 18, 2020, as amended, issued by Puerto Rico General Services Administration (ASG, as Spanish abbreviation by initials) and known as Reglamento Uniforme de Compras y Subastas de Bienes, Obras y Servicios no Profesionales de la Administración de Servicios Generales del Gobierno de Puerto Rico. All prospective bidders shall comply with all requirements to contract with the Government of Puerto Rico, in compliance with all latest applicable decrees, orders, legal decisions, and resolutions. Requested professional services and construction works, which PBA intends to award with one (1) contract per each project (per each police station) include, but are not limited to the following items:
a) Preparation and submission of construction drawings, technical specifications, and cost estimates for proposed modernization and general repairs of above-mentioned police stations.
b) Preparation and submission of all documents required for the approval of permits & endorsements for said proposed modernization and general repairs.
c) Performance of all construction works needed to complete proposed repairs, improvements, and modernization of civil/architectural facilities, mechanical systems (plumbing and air conditioning), and electrical systems (electric power supply & distribution, illumination, and voice/data communications).​All professional design services and
construction works shall be provided and performed in accordance with Contract Documents
submitted as part of this RFP, and all updated applicable federal, state, and
local construction standards, codes, laws, and regulations​

  ​DELIVERY OF RFP INFORMATION PACKAGE: RFP information package will be available, during period indicated on pre-proposal schedule , through digital link sent to interested firms or individuals by e-mail, after each firm or individual submit corresponding payment in cash, money order, or certified check payable to PBA, for seventy-five dollars ($75.00), at the PBA Paymaster's Office Division, located at sixth (6th) floor, North Building, Roberto Sánchez Vilella (RSV) Government Offices Complex, De Diego Avenue (Parada 22), Santurce Ward, San Juan, Puerto Rico. Payments to acquire said RFP documents shall be submitted in person during period shown in the pre-proposal schedule and the following timetable: From 8:00 a.m. through 11:45 a.m. (during morning period), and from 12:45 p.m. through 4:00 p.m. (during afternoon period). This payment will not be refunded.

and requirements prior to proposals submission deadline. All questions, inquiries and clarification
requests related
to requirements or processes of this RFP must be submitted to the following e-mail
address: subastas@aep.pr.gov, not later than corresponding deadline (date and time)
indicated on proposal submission schedule included on June 29, 2023 at 4.30 pm Any
question, inquiry or clarification request submitted on any other e-mail
address or received after such deadline shall not be accepted by PBA as
part of this RFP process​
