Descripción:
CMS Engineering Services, PSC, Program Manager of the Puerto Rico Public Housing Administration (PRPHA), will receive Sealed Bids from interested Bidders to complete the activities of Replacement of Roof Treatment System, Exterior Painting of Buildings, and Environmental Mitigation of Lead and Asbestos Material Content for 51 residential buildings, a community theater, a volleyball court, three basketball courts, and an indoor sports room., in accordance with the Bid Package instructions and requirements for the Disaster Recovery Program Repairs for Luis Llorens Torres (Youth Center) Public Housing Project (RQ#7009) at San Juan, P.R.
The instructions and requirements (Bid Package) governing this procurement process, and other pertinent documents, will be available from August 11, 2023 at 8:00 a.m. to September 25, 2023 at 4:00 p.m. Documents shall be requested by email to cmsengbids@gmail.com and, in response, the interested Bidder will receive an email with the instructions to download the documents. All interested Bidders are hereby invited to the Pre-bid meeting to be held on the day and location described above. Attendance is not mandatory, but highly recommended. A non-mandatory Site Visit will be held on the same date. The meeting point will be at 10:30 a.m. Attendance at the Site Visit is not mandatory, but highly recommended.
Bids will be received at CMS Engineering Services, PSC office located at 414 Ave. Muñoz Rivera, 10th floor, San Juan, PR until September 26, 2023 at 3:00 p.m. Bids will open out loud this same date at 3:30 p.m.
All Bidders shall be qualified to obtain and submit a Bid Guarantee equivalent to five percent (5%) of the Base Bid, required to be valid for ninety (90) days, in the form of a certified check, a bank draft, or a US Government Bond at par value, or bond from an approved insurance company that must be listed on the most recently published U.S. Department of Treasury, Circular 570 and authorized to do business in the Government of Puerto Rico. If a Bid Bond or Guarantee is not submitted with the Bid, the Bid shall be rejected as non-responsive. All Bids received will be publicly opened and read out loud. The meeting is open to the public; all parties interested in participating in the meeting shall attend the CMS Engineering Services, PSC. office, at the date and time established above, or the date modified by Addendum.
Bids submitted after the date and time established for opening shall be recorded as a Late Bid and retained unopened in the contract file. No Bid should be withdrawn for a period of 90 days after the date of opening of Bids. CMS Engineering Services, PSC will not be liable for any claim, loss, damage, or cost as a result of this Invitation for Bid.
CMS Engineering Services, PSC and PRPHA reserve the right to reject any or all Bids received and to waive any informality in the Bidding process. This procurement is financed by Federal grants from the Federal Emergency Management Agency (FEMA) (90%) and the Community Development Block Grant-Disaster Recovery (CDBG-DR) (10%).
This Solicitation complies with the most recent requirements of federal and state laws and regulations applicable to the procurement process, including the rulings of U.S. Department of Housing and Urban Development (HUD): 2CFR 200.320 (c); HUD Procurement Handbook 7460.8 REV‑2, and PRPHA Procurement Manual (Rule No. 8967, approved June 8, 2017). Awarded Bidder shall comply with Davis–Bacon Act (40 U.S.C. 3141-3148) as supplemented by Labor Standards established by U.S. Department of Labor (29 CFR Part 5), and requirements established in Section 3 of the Housing and Urban Development Act of 1968, as amended (12U.S.C. 1701u), related to ensure the creation of new jobs and other economic opportunities generated by HUD or by Projects Assisted by HUD. The Bidder is also required to have an active status in the System for Awards Management (SAM).
