​The Puerto Rico Highway and Transportation Authority (PRHTA) is issuing this Public Notice to solicit proposals from qualified firms interested to develop and provide services for electric vehicle charging, operation, and maintenance infrastructure through the National Electric Vehicle Infrastructure (NEVI) Formula Program, in compliance with the Biden-Harris Administration's Bipartisan Infrastructure Act's Highway Infrastructure Program. The goal of NEVI is to build an integrated, public national Electric Vehicle (EV) network. The scope of services requested are to develop DC Fast Charging infrastructure along a reliable, convenient, affordable, and equitable alternative fuel corridor for a period of five (5) years. 

PRHTA will appoint an Evaluation Committee to select the most qualified consulting firms for the development of the project. Participating firms will be evaluated based on criteria such as project approach, technical expertise, experience in working on historic structures, human resources, and capacity. Upon completion of the evaluation, only qualified firms will be asked to submit financial proposals. 

Bidders shall submit their proposals at the Board of Awards Office on the Roberto Sánchez Vilella Government Center (Minillas) South Building, Eleventh Floor, De Diego Avenue, Stop 22, Santurce, Puerto Rico on or before 2:00 pm of November 2, 2023. Said proposals will be publicly opened in a virtual meeting (vía Cisco Webex Meetings) on November 3, 2023 at 10:00 am. An invitation to access this meeting will be sent to those proposers who submitted proposals. 

A non-mandatory virtual (Webex) pre-proposal meeting will be held at 10:00 am on September 26, 2023. An invitation in order to access the meeting will be sent to those proposers that has request its registration at the Board of Awards Office. Although non-mandatory, attendance to this meeting is highly recommendable.

Proposal documents and forms, and all necessary information may be obtained at the office of the Board of Awards of the Authority (the Board) located on the Eleventh floor, South Building, Roberto Sánchez Vilella Government Center (formerly Minillas), phone number (787) 721-8787 extensions 51130 or 51134, from September 6, 2023, by filing a request for registering in this process to the following e-mail address: juntasubastas@act.pr.gov, until two (2) working days prior to the proposal due date. The Board will send a registration form to the Proposer, and it shall be completed and send by e-mail to the Board. These documents will be available only in digital format to be downloaded from a link that will be sent by e-mail after all the information in the registration form is validated.

Each proposal must be accompanied by a proposal guaranty (Bid Bond), certified check, or money order in the amount of one hundred and fifty thousand dollars ($150,000.00) and subject to the conditions of this process, in the name of the Highway and Transportation Authority. Copy of an updated certification for the Bidders Register from the General Services Administration shall be included.​
