All persons, natural or legal, who meet the minimum requirements to contract with the Government of Puerto Rico are invited to participate in the request for sealed proposal referenced above.

Such requirements are established under Article 31 of Act No. 73 of July 19, 2019, as amended, known as the General Services Administration Act for the centralization of the Government of Puerto Rico's purchase and acquisition process of 2019 as well as the applicable provisions of the Uniform Regulations for Purchases and Bids of goods, works, and nonprofessional services of the General Services Administration of the Government of Puerto Rico, Regulation No. 9230.

AAFAF may amend this and any invitation if and when it serves its best interests.

REQUEST FOR SEALED PROPOSAL DOCUMENT (Date of Publication: December 11, 2023)

AAFAF is issuing a Request for Sealed Proposal (RFSP), requesting a professional services proposal from experienced and qualified vendor to implement and configure a single instance of Oracle Fusion Cloud for AFAAF.

The specific licenses to be implemented and configured have already been acquired by the Government of Puerto Rico, specifically via contractual Software as a Service (SaaS) agreement between Oracle and the Puerto Rico Innovation and Technology Institute (PRITS).

The scope of the implementation and configuration process includes but is not limited to financial management, procurement, performance management, human resources, standard system integrations, federal funds management, financial assets and liabilities, and project portfolio management.

RFSP and its Exhibits are available for download through AAFAF’s website at https://www.aafaf.pr.gov/administrative-documents/#rfps-rfqs. Any information or public announcement related to this RFSP will be made available for download by AAFAF through this same website.​

For the convenience of Vendors that are not registered in the RUL, copies of the RFSP documents will be available at the following address until December 15, 2023.

AAFAF reserves the right to order the partial or total cancellation of the RFSP at any moment during the process, even after the opening of proposals has taken place, as long as a contract has not been executed, if it is in AAFAF’s best interest.

PRE-PROPOSAL MEETING

A pre-proposal meeting has been pre-scheduled for Friday December 15, 2023, 10:00am (AST).

Attendance is mandatory.

PROPOSAL OPENING DATE TIME AND PLACE

The opening of proposals will be held virtually and be open to the public and any interested person may attend. The same will take place on Friday January 12, 2024, at 3:00pm (AST). The link to the virtual meeting room will be published on the AAFAF website.
