​Through
this Request for Qualification the Puerto Rico Army National Guard (PRARNG)
will qualify firms or entities to perform A/E design services. The A/E service
provider shall provide all necessary architectural and engineering services as
required to prepare complete contract drawings, specifications, technical
reports, and cost estimates. It should also provide professional design
services utilizing individuals who are adequately knowledgeable of the various
design disciplines including but not limited to architectural, structural,
mechanical and electrical as required. The A/E service provider should have
experience with military and/or federal government design standards. It must
demonstrate that they have experience designing complete stand-alone structures
as well as knowledge in seismic design, wind-resisting structural systems, FEMA
P-361 (Safe Rooms for Tornados and Hurricanes: Guidance for Community and
Residential Safe Rooms), Puerto Rico Building Code and International Code
Council (ICC) 500. It must also have experience designing backup generators as
well as knowledge of the NEC (National Electrical Code). All of this is in full
compliance with the regulatory agency requirements and consistent with Federal
Emergency Management Agency (FEMA), Hazard Mitigation Grant Program (HMGP)
insurance, and Community Development Block Grant for Disaster Recovery
(CDBG-DR).​
