Descripción:


  ​The proposed project includes WTP rehabilitation works such as erosion control, site drainage, and retaining walls to stabilize grading, construction of two new sludge thickeners, a rapid mix chamber, a chemical storage building, a new 30-inch raw water inlet pipe connection, modifications to the existing flocculation basins, a new sludge equalization tank with interconnections, improvements to sludge drying beds, and demolition of the sludge holding tank. Additionally, the project will involve isolation of flocculators, sedimentation units, and filtration basins for media replacement, control building enhancements, corrosion correction, and aesthetic improvements. The raw water intake rehabilitation works will include new aeration units, algae control equipment, security and illumination repairs, chemical system enhancements, actuator replacement, new flowmeter and PLC installation, conduit repairs or removal, generator and diesel tank replacement, corrosion correction, and aesthetic improvements. All in accordance with the construction drawings, and  specifications prepared by PRASA. 


 


The project will benefit approximately 14,112 families in the Municipalities of Cayey, Cidra, Caguas and Guayama in Puerto Rico. 



Funding by Puerto Rico Aqueduct and Sewer Authority (PRASA), the Federal Management Emergency Agency (FEMA) under the FEMA’s Accelerated Obligation Strategy (known as FAAST), and the Community Development Block Grant-Disaster Recovery (CDBG-DR) Program.

Notas Especiales

Sealed bids will be received by the Puerto Rico Aqueduct and Sewer Authority (PRASA) at the Board of Awards of the PRASA, 604 Barbosa Avenue (8th Floor), Hato Rey, Puerto Rico. All received bids will be publicly opened and read aloud in the Bid Conference Room located on the aforementioned place.

All questions arising concerning these projects shall be submitted ten (10) calendar days before their respective bid opening date.  In compliance with PRASA requirements, all bidders must include with their proposals a certification from the Bidder Registration Office of the General Service Administration (Registro Único de Licitadores de la Admistración de Servicios Generales) indicating they are eligible to participate in bids from Agencies of the Government of Puerto Rico Executive Branch.

Bidder shall gain access to download the digital documents on the above specified date through the Portal AAA website at https://www.acueductos.pr.gov/infraestructura/aaa-subastas. To auto register in the bid(s) the bidder shall have an active account. Step 1- Login to your account (Portal AAA), Step 2- Click on AAA Subastas tab, Step-3- Select the bid and click register, Step 4-Pay online with a credit card in the amount specified above no later than the deadline time, prior to the bid opening.   If the bidder want to pay with cash, money order or certified check payable to Autoridad de Acueductos y Alcantarillados visit the cashier on the fourth floor of PRASA's Central Office, 604 Barbosa Avenue, Hato Rey, Suite 411, and then send an email to subastasaaa@acueductospr.com with the evidence of payment to gain access  not later than the deadline time, prior to the bid opening.  Payment will not be refunded.  Hard copies or CDs will not be provided by PRASA.

PRASA has issued this advertisement in compliance with the public policy of the Government of Puerto Rico as established in Art. 3 of Law No. 42 of January 21st, 2018 “Ley de Preferencia para Contratistas y Proveedores Locales de Construcción”. Law No. 42-2018 states that all governmental entities are required to reserve at least twenty percent (20%) of procurement and construction contracts to services rendered by Local Business or Providers of Construction Services, as defined in Art. 2 (B) and (C) of said law. 

PRASA affirms and recognized this preference policy, therefore Law 42-2018 applies to all bidding processes conducted at PRASA. Bidders that comply with all the requirements and parameters established in Law 42-2018 will have the right to claim PRASA to apply the percentage of preference at the adjudication of bid.

This project will be built in compliance with all applicable federal and state environmental laws and regulations.
