Descripción:
The Puerto Rico Highway and Transportation Authority (PRHTA) issues this Request for Qualifications and Proposals (RFQ/P) to solicit Statements of Qualifications (SOQ) and Price Proposals from those proposers interested to serve as the Design-Builder for the completion of the Improvements to PR-2 Intersections with PR-102, PR- 3108, Mayagüez Terrace, PR-239 (PR-2R) and Luis Llorens Torres St. (San Juan St.), between kilometers 152.0 and 154.24, in the Municipality of Mayagüez, Puerto Rico. The purpose of this RFQ/P is to request information that will allow PRHTA to determine which Proposers qualifies to successfully execute the design and build of the Project; and will be considered to compete for the award of the Project execution Contract.
The Proposed Improvements includes the construction of the Bridges, retaining walls, asphalt roadway section, Frontage Roads, Drainage System, Traffic Signing, Traffic Signal Lights, Sidewalks, Bicycle Lanes, Ornamental Lights, Relocation of LUMA and PRASA Utilities, Landscape Reforestation, Pavement Marking, installation of highway safety devices, erosion control measures, related earthwork activities and any other incidental work to complete the job. The PRHTA expects that the selected Proposer build a high-quality facility in accordance with the design criteria and the requirements of the latest AASHTO Highway and Bridges Design Manuals and the PRHTA's Highway and Bridges Construction Standard Specifications.
Proposers must submit their SOQs and Price Proposals to the PRHTA Board of Awards Office at the Roberto Sánchez Vilella (Minillas) Government Center, South Tower, Eleventh Floor, De Diego Avenue, Stop 22, Santurce, Puerto Rico on or before February 18, 2025, at 2:00 pm. SOQ documents will be opened publicly in a virtual meeting (via Cisco Webex Meetings) on February 19, 2025 at 2:00 pm. An invitation to access this meeting will be sent to those proposers who submitted the requested RFQ/P documents.
A non-mandatory virtual (Webex) Pre-Qualifications and Proposals Delivery Conference will be held on November 8, 2024, at 10:00 am. An invitation to access the meeting will be sent to those proposers that have been registered at the PRHTA Board of Awards Office. Although non-mandatory, attendance to this meeting is highly recommendable.
Documents and forms, and all other necessary information may be obtained at the Board of Awards of the Authority located on the Eleventh floor, South Building, Roberto Sanchez Vilella Government Center (formerly Minillas), phone number (787) 721-8787 extensions 51130 or 51129 , from October 25, 2024, by filing a request for registering in this process to the following e-mail address: juntasubastas@act.pr.gov, until two working days prior to the opening of bids. The Board will send a registration form to the Proposer, and it should be completed and sent by e-mail to the Board. These documents will be available only in digital format to be downloaded from a link that will be sent by e-mail after all the information in the registration form is validated.
The Board of Awards reserves the right to accept or to reject any or all proposals and recommend to the Executive Director the award under the conditions most favorable to the PRHTA.
This project will be funded with a combination of funds from the Federal Highway Administration INFRA Grant Program and State Funds from the PRHTA
