AVAILABILITY OF THE RFP DOCUMENTSThe documents with the specifications and conditions required will be available from Monday, February 3, 2025, until 11:00 a.m. on Wednesday, March 5, 2025, free of charge, by accessing PRDE's website at: https://licitaciones.dde.pr and selecting the corresponding RFP. The Puerto Rico Department of Education Central Auction Board (“Auction Board") contact numbers are: (787) 759-2000, extensions: 4625527 or 4625528.
CHALLENGES TO THE RFPAny challenge to the RFP documents, must be submitted in writing to the Auction Board in person within three (3) business days following the date of sending this invitation by email to registered providers or from the date of publication of the RFP. The Auction Board is located at the Puerto Rico Department of Education, Nueva Sede, Edificio C, Calle Federico Costas #150, Urb. Industrial Tres Monjitas, Hato Rey, Puerto Rico. Any challenges filed after that date shall be rejected outright.
MANDATORY VIRTUAL PRE-PROPOSAL CONFERENCEAttendance at the Mandatory Virtual Pre-Proposal Conference will be compulsory for any provider who submits a proposal. The Mandatory Virtual Pre-Proposal Conference will be held virtually on Friday, February 7, 2025 at 11:00 a.m. To access the Pre-Proposal Conference, access PRDE's website at: https://licitaciones.dde.pr and select the corresponding RFP where you'll find a link to the Conference or access directly through the following link: ENLACE REUNION PRE PROPUESTA RFP NUM. DEPR-OC-2025-001. Further instructions are detailed in the RFP.
TIME AND DATE FOR SUBMITTING QUESTIONS AND QUESTIONSQuestions must be submitted via email on or before 2:00 p.m., Friday, February 14, 2025. All provider questions concerning the RFP and the competitive proposal process must be in writing and emailed to: RFP_WAN2025@de.pr.gov. Interested providers should check the PRDE website frequently for updates, including responses to provider questions received by the deadline.
DATE, TIME AND MANNER PROPOSAL SUBMISSIONProposals must be submitted on or before 11:00 a.m. on Wednesday March 5, 2025 in the following ways:(1) delivered in original along with a copy on a USB drive to the Auction Board at the Puerto Rico Department of Education, Nueva Sede, Edificio C, Calle Federico Costas #150, Urb. Industrial Tres Monjitas, Hato Rey, Puerto Rico; and (2) electronically submitted through the following link: https://rfp-wan.dde.pr/. A guide on how to upload the proposal to the platform has been posted along with the RFP.  DATE AND TIME OF OPENING ACTThe Virtual Proposal Opening Act will be held virtually on Wednesday March 5, 2025, at 2:00 p.m.  Anyone interested in witnessing the Opening Act, will be able to attend by accessing PRDE's website at: https://licitaciones.dde.pr and selecting the corresponding RFP, which will provide a link to connect to the "Virtual Proposal Opening Act".
WARNINGS
The Department and/or the Auction Board will not consider any proposals that are not submitted by the time indicated in the RFP due to failure to follow the instructions indicated in the RFP. In addition, both parties reserve the right to select a proposer in accordance with the evaluation criteria established or to reject some or all of the proposals received. The Department and/or the Auction Board may order the partial or total cancellation of the RFP, regardless of the stage of development of the process, provided it is prior to the formalization of the contract, or the issuance of a purchase order, when it is deemed in the best interests of the Government of Puerto Rico. The Department and/or the Auction Board shall not be liable for damages as a consequence of the cancellation of the award of the RFP.The Department and/or the Auction Board may amend any invitation and/or document of the RFP, when it is deemed in the best interests of the Government of Puerto Rico.The Department and/or the Auction Board shall not accept a bid bond in an amount less than, or in the name of any entity, other than as provided in the RFP. Failure to comply with this requirement will result in the rejection of the proposal or the cancellation of the award. The process will be carried out in accordance with the provisions of Regulation No. 9230, “Uniform Regulation for Purchases and Bids of Goods, Works and Non-Professional Services of the General Services Administration of the Government of Puerto Rico", as amended, and applicable regulations.
