Descripción:
To comply with federal regulations, ASES needs to contract an Enrollment Counselor to provide essential choice counseling functions to support current active enrollees in their decision process to select their Managed Care Organization (MCO), Primary Care Physician (PCP) and/or Primary Medical Group (PMG) during their annual open enrollment and ongoing as new enrollees become eligible. Choice counseling is a required element of the federal beneficiary support system (federal requirements at 42 CFR 438.71(a)-(c)). As such, entities functioning as an Enrollment Counselor must perform the following minimum required functions: Provide choice counseling for all potential enrollees and enrollees, accessible in multiple ways including phone calls, internet, web chat, mobile app, and via auxiliary aids and services when requested; Provide assistance in understanding the managed care delivery system under the Government Health Plan (GHP) or Plan Vital; Assist in enrollment activities, which may include taking enrollments by phone, or through other electronic methods of communication.
ASES is the owner of “ASES Enrollment Counselor Technology Platform", which is used by the Enrollment Counselor for conducting these services. Hence, another service requested under this RFP is the maintenance of said platform.
The selected entity must comply with the requirement of independence and absence of conflict of interest and have the necessary capacity to start providing all contracted services from August 1, 2025.

The proposals must be submitted via secure web site no later than March 13, 2025, on or before 11:59 PM (AST).

At the time of awarding the RFP, the Offeror must be authorized to do business in Puerto Rico, have a current certification from the Single Registry of Professional Service Providers (“RUP" for its Spanish acronym) of the Puerto Rico General Services Administration (“ASG" for its Spanish acronym), be registered in the System for Award Management (SAM), and not be disqualified, suspended, proposed for disqualification or declared ineligible for the award of contracts by any federal and state department or agency.
ASES reserves the right to cancel or modify this RFP, reject any or all quotes and award the contract under the most favorable conditions for the Government of Puerto Rico.
