The project at Mercedita Airport (PSE) terminal in Ponce aims to improve the space utilization and flow of users in the departures area (airline service counters In accordance with Act 125 of May 7, 1942, as amended, and Regulation 8981 of PRPA Bids and Request for Proposals, the Puerto Rico Ports Authority (PRPA) is requesting competitive bids from contractors for the project referenced above.
) by expanding and converting the existing exterior corridor into an interior air-conditioned corridor that connects the passenger departures and arrivals areas. The project will also include relocation of the United States Department of Agriculture (USDA) existing equipment (Baggage X-ray scanner), and administration offices. Restrooms will be added at the arrivals area resulting in restroom facilities at both ends of the terminal. All the necessary electrical, telecommunications, mechanical (HVAC) and plumbing system features will be provided for the proposed areas to be remodeled. Sitework includes the construction of sidewalks, crosswalks, curb and gutters, stormwater drainage improvements, asphalt pavement cold milling and repaving, relocation/construction of roadway signs and pavement marking.
All work shall be in accordance with Drawings, Specifications and other Bid Documents. Normal operations of the facilities shall be maintained without disruptions during the construction process. Contractor shall submit a project phasing and safety plan, describing the works schedule and how will the works be executed while allowing normal and safe operation of the terminal facilities, parking lot and access road. Contractor shall coordinate his works with owner (PRPA) and tenants (USDA, TSA, USFW, airlines, car rentals, parking lot administrator and others) for the preparation and execution of the phasing and safety plan.
Contractor shall engage the warranty representative of the existing roofing system to coordinate the applicable waterproofing details at penetrations and joints between new structure and existing structure. Such roofing system modifications shall be executed under the contract price by trained personnel, qualified by the existing roofing manufacturer, as to maintain current warranty terms of existing roofing.
Bidders of this project shall submit the Proposal, in accordance with the Instructions to Bidders contained in the Contract Documents, on or before May 7, 2025, at 10:00 AM.  
A non-compulsory pre-bid meeting will be held on April 22, 2025, at 10:00 AM.   (Local PR Time - AST).  This pre-bid meeting will be held at the Conference Room, PRPA, Engineering Building (2nd Floor), at Isla Grande, San Juan. PRPA strongly encourages prospective bidders to attend the pre-bid conference.
In order to participate, bidders should request bidding documents and drawings, by filling and submitting copy of the bidder's registration form, included as part of this advertisement, to the following email, JATorres@prpa.pr.gov, until April 23, 2025, 4:00 PM. Bidder's Registration Form can be downloaded from our website www.prpa.pr.gov/Avisos, as part of the Advertisement for Bid for this project. Bidding documents and drawings will be available for request and distribution after April 8, 2025, at 12:00 PM.  Bidders are advised that they must be registered as possessors of the contract documents for the project and possessors of all such amendments.
Date limit for Requests for Further Information (RFI) is May 1, 2025, at 4:00 PM.   RFI should be addressed by email to the following address: JATorres@prpa.pr.gov 
The Bid Opening will take place on May 7, 2025, at 10:30 AM at the Conference Room of the Puerto Rico Ports Authority, Central Office, at Isla Grande, San Juan, PR.  All bids received will be publicly opened and read aloud by the Bids Board at the same day of the Bid Opening.
The project is conditioned upon the receipt of federal funding under provisions of the Federal Emergency Management Agency (FEMA).  Certain mandatory federal requirements apply to this solicitation and will be made part of any contract awarded.
