Descripción:

​The Contractor will review and update the existing Gurabo Readiness Center and FMS #2 SPCC Plan. This includes a site visit to evaluate petroleum management practices, petroleum, oil, and lubricant (POL) storage capacity, and overall facility conditions. The Contractor will inspect operations, interview Puerto Rico National Guard (PRNG) personnel, and review existing documentation and environmental regulations. The SPCC Plan will be tailored to the specific and operations of the facility.

​​​Any legal person and firm interested in participating in this Request for Proposal (RFP) should send a request to the email address gcrespo@gnpr.pr.gov and yanira.rivera-ortiz.nfg@army.mil on or before the Submission Date. By email, the PRARNG staff will send all interested parties who request bidding documents a link to access and download them free of charge. Request for Clarifications (RFC) related to this request will be in writing and will only be sent via email to the address gcrespo@gnpr.pr.gov and yanira.rivera-ortiz.nfg@army.mil on or before August 11, 2025 at 10:00a.m. The message sent must include the contact person information from the Proposer. The delivery of the proposal will be August 15, 2025 at 10:00a.m. in the Office of State Affairs of the Puerto Rico National Guard (PRNG) located in the GAM Tower Building 5th Floor, Tabonuco St. #2, Guaynabo, Puerto Rico. The Source Selection Evaluation Board carries out the evaluation of the proposal received, conforming to this request and represents the best interest and value to the PRARNG. The evaluation of the proposal will be carried out in two (2) phases. The first phase consists to validate proposal compliance with Mandatory Requirements. The Proposer's proposal will be evaluated according tto the Evaluation Criteria for Past Performance, Professional Qualifications, Approach and Methodology, Financial Capability, and Price. The PRNG may order the partial or total cancellation of this RFP process, regardless of the phase it is in, as long as it is before the contract is formalized. The PRNG may amend any notification or RFP document, when it serve the best interests of the Government of Puerto Rico. The Proposer must have an elegible status in the System for Award Management (SAM) at the time of submitting their proposal and signing the contract. The PRARNG does not discriminate based on race, color, gender, orignin or social status, political or religious ideas, age, nationality, for being a victim or being perceived as a victim of domestic violence, sexual assault or stalking, veteran status, physical, mental, or sensory impairment​
