Descripción:
The Puerto Rico Highway and Transportation Authority (PRHTA) is issuing this Request for Proposals ("RFP") to solicit proposals from those firms interested to serve as the Design-Builder for the Improvements to PR-2 Intersections with PR-102, PR- 3108, Mayagüez Terrace, PR-239 (PR-2R) and Luis Llorens Torres St. (San Juan St.), specifically for work related to project AC-260007, Unit I, Contract t Unit VA, in the Municipality of Mayagüez, Puerto Rico.
The Proposed Improvements related to Contract Unit VA – from Sta. 10+60.00 to Sta. 15+40.00 (Line PR-239 {PR-2R}), includes the Improvements to State Road PR-239 (PR-2R) from Sta. 10+60.00 to Sta. 15+40.00 within the overall project scope. The proposed mayor Improvements include the PR-2R Roadway Section of a total length of 0.48 kilometers, Pedestrian Infrastructure, Sidewalks, Handicapped Ramps, Planting, Curbs, Concrete Barriers, Safety Devices, Drainage System, Highway Lighting, Traffic Signals, Traffic Signs, Pavement Markins, Modular Concrete Retaining Walls, relocation of PREPA, PRASA, Telecommunication Utilities, Maintenance and Protection of Traffic, and Landscape Reforestation along PR-2.
The PRHTA expects that the selected Proposer will build a high-quality facility in accordance with the design criteria and the requirements of the latest AASHTO Highway and Bridges Design Manuals and the PRHTA's Highway and Bridges Construction Standard Specifications.
Proposers must submit their proposals to the PRHTA Board of Awards Office at the Roberto Sánchez Vilella (Minillas) Government Center, South Tower, Eleventh Floor, De Diego Avenue, Stop 22, Santurce, Puerto Rico on or before March 19, 2026, at 2:00 pm. Proposals will be opened publicly in a virtual meeting (via Cisco Webex Meetings) on March 20, 2026, at 10:00 am. An invitation to access these meetings will be sent to those proposers who submitted the request for RFP documents.
A non-mandatory virtual (Webex) Pre-Proposals Delivery Conference will be held on December 9, 2025, at 10:00 am. An invitation to attend the meeting will be sent to those proposers that have been registered at the PRHTA Board of Awards Office. Although non-mandatory, attendance to this meeting is highly recommendable.
Documents and forms, and all other necessary information may be obtained at the Board of Awards of the Authority located on the Eleventh floor, South Building, Roberto Sanchez Vilella Government Center (formerly Minillas), phone number (787) 721-8787 extensions 51130 or 51129, from November 11, 2025, by filing a request for registering in this process to the following e-mail address: juntasubastas@act.pr.gov, until two working days prior to the opening of bids. The Board will send a registration form to the Proposer, and it should be completed and sent by e-mail to the Board. These documents will be available only in digital format to be downloaded from a link that will be sent by e-mail after all the information in the registration form is validated.

To be eligible for the award of the contract for this project, a bidder shall comply with the special provision on the Utilization of Disadvantaged Business Enterprises (DBE) that is included in the contract documents. Failure to comply with these requirements will be sufficient cause for the Authority not to award the contract.
Each proposal must be accompanied by a proposal guaranty of five percent (5%) of the bid submitted and subject to the conditions indicated in Article 4.15.7 of the RFP and copy of an updated certification for the Bidders Register from the General Services Administration.
The Authority has issued this advertisement in compliance with the public policy of the Government of Puerto Rico as established in Article 3 of Law No. 42 of January 21, 2018 “Ley de Preferencia para Contratistas y Proveedores locales de Construcción”. Law No. 42-2018 states that all governmental entities are required to reserve at least twenty percent (20%) of procurement and construction contracts to services rendered by Local Business or Providers of Construction Services, as defined in Article 2 (B) and (C) of said law. The Authority affirms and recognizes this preference policy and applies the law to this bidding process.
