Descripción:
The Construction and Facilities Management Office (CFMO) - Environmental Section requests firms or individuals interest to provide professionla services to provide the Spill Prevention Control and Countermeasure (SPCC) Training to our maitenance workforce as per the requirements outlined in 40 CFR Part 112 and the Puerto Rico Army National Guard (PRARNG) SPCC. This training will be conducted at specific locations throughout the maintenance facilities of the Puerto Rico Army National Guard Pollution of the Environmental Quality Board.

Important note:
Any Proponent (legal firm or individual) interested in participanting in this RFP should sent a request email to sol.m.rosario2.nfg@army.mil; cc gcrespo@gnpr.pr.gov & luis.a.sepulvedagarcia.mil@army.mil on or before January 19, 2026 until 2pm. The documents will be downloaded free of charge. Any Proponent interested in submitting a proposal for the referred RFP must access the Orientation Virtual Meeting (link will be provided). The proposal submission date will on February 06, 2026 trouh 10am to 10:30am at the State Office of Affairs of the PRARNG located in the GAM Tower Building 5th level, Tabonuco St #2 at Guaynabo, Puerto Rico. The opening date of the Proposal will be held at said Office at 10:30am. The evaluation for the proposal will be carried out in two (2) phases. The first phase consists in validate the administrative documentation required (checklist) for this RFP. The second phase consists in the evaluation accordance with the Evaluation Criteria for Professional Qualification: Past performance, Professional qualification, Approach and methodology and Price. The PRARNG reserve the right to order partial or total cancelation or amend any document of this RFP prior to signing the contract. The Propenent must have and present evidence of an eligible and active status in the System for Award Management (SAM) by the time of submitting their proposal and sigining the contract. The PRARNG does not discriminate based on race, color, gender, origin or social status, political or religious ideas, ages, nationality, veteran status, physical mental or sensory impairment.
