The Puerto Rico Highway and Transportation Authority (PRHTA) is issuing a Request for Proposals (RFP), to solicit Proposals from consultants as Pre-Construction Program Managers (PCPM) to act as an extension of staff in providing program management services for the Pre-Construction Office of PRHTA. The Pre-Construction Office is responsible for planning, Capital Improvement Program (CIP) management and Statewide Transportation Improvement Program (STIP) support, asset management support, design, and certain other project development elements through final plans, specifications, and estimates (PS&E). The Pre-Construction Office consists of four divisions: Program Development, Program and Project Management, Asset Management and Acquisition. It reports directly to the Infrastructure Directorate and PRHTA’s Executive Director. Over the next four fiscal years, the design program (bridge, highway, and traffic signals) is expected to range between $70 and $100 million annually, with another $6 million spent annually on Acquisitions.

Excluded from this RFP for program management services for the Pre-Construction Office is the work specific to the design, construction, and operation of the toll roads, which are operated under a separate public-private partnership agreement.

Proposal documents and forms, and all other necessary information may be obtained at the Board of Awards of the Authority (the Board) located on the Eleventh floor, South Building, Roberto Sánchez Vilella Government Center (formerly Minillas), phone number (787) 721-8787 extensions 51130 or 51129, from March 3, 2026, by filing a request for registering in this process to the following e-mail address: juntasubastas@act.pr.gov, until two working days prior to the opening of bids. The Board will send a registration form to the Proposer, and it should be completed and sent by e-mail to the Board. These documents will be available only in digital format to be downloaded from a link that will be sent by e-mail after all the information in the registration form is validated.

A non-mandatory virtual (Webex) Pre-Proposal meeting will be held at 10:00 am on March 27, 2026. An invitation to attend the meeting will be sent to those proposers that have been registered at the Board of Awards Office. Although non-mandatory, attendance to this meeting is highly recommendable.

Proposers shall submit their Proposals at the Board of Awards Office on the Roberto Sanchez Vilella Government Center (Minillas) South Building, Eleventh Floor, De Diego Avenue, Stop 22, Santurce, Puerto Rico on or before 2:00 PM of May 12, 2026. Said proposals will be publicly opened in a virtual meeting (via Cisco Webex Meetings) on May 13, 2026, at 10:00 AM. An invitation to attend this meeting will be sent to those proposers who submitted proposals.

Each proposal must be accompanied by a proposal guaranty in the amount of one hundred and fifty thousand dollars ($150,000.00), and subject to the conditions of this process, in the name of the Puerto Rico Highway and Transportation Authority and copy of an updated certification for the Unique Registry of Professionals (RUP) from the General Services Administration.

The Board of Awards reserves the right to accept or to reject any or all proposals and recommend to the Executive Director the award of the contract to the offeror whose proposal provides the best value according to the evaluation factors established in this RFP and under the conditions most favorable to the Highway and Transportation Authority.

This contract will be financed with funds from the Puerto Rico Highway and Transportation Authority.
