Descripción:
The Puerto Rico Highway and Transportation Authority (PRHTA) issues this Request for Proposals (RFP) to procure Engineering Design and Environmental Consulting Services for the permanent repair and mitigation of landslide sites across Puerto Rico.
Under this RFP, the PRHTA expects the selected Proposer(s) to develop engineering designs, prepare all required environmental documentation and ensure compliance with the National Environmental Policy Act (NEPA), as stated in the Scope of Work. The selected Proposer(s) must have the technical capacity, experience, and resources necessary to support PRHTA in meeting federal, state, and programmatic requirements associated with the implementation of these disaster recovery and mitigation initiatives.
Proposers must personally deliver one (1) copy of their Technical and Price Proposals to Alexandra Velázquez Delgado, PE, Pre-Construction Office Director, Puerto Rico Highway and Transportation Authority, Roberto Sánchez Vilella Government Center, Minillas South Building, Suite 1404, Santurce, Puerto Rico on or before May 11, 2026, at 2:00 pm (EST). Additionally, one (1) copy must be sent via email to rfp.er.pco@act.pr.gov, on before said time and date.
Documents and forms, and all other necessary information may be obtained at the previous address, phone number (787) 721-8787 extensions 51401, from March 17, 2026, by filing a request for registering in this process to the following e-mail address: rfp.er.pco@act.pr.gov, until two working days prior to the pre-bid virtual meeting, to be held on March 30, 2026 at 10:00 am through MS Teams. The Pre-Construction Office will send a registration form to the Proposer(s), and it should be completed and sent by e-mail to the Pre-Construction Office. These documents will be available only in digital format to be downloaded from a link that will be sent by e-mail after all the information in the registration form is validated. Also, an invitation to access the non-mandatory virtual MS Teams meeting will be sent to those proposers who registered and requested the RFP documents. Although, non-mandatory, participation to this meeting is highly recommendable.
