  ​In compliance with Regulation 9734 issued by Puerto Rico General Services Administration (ASG, as Spanish abbreviation by initials) and applicable statements from Act No. 73-2019, Public Buildings Authority (PBA) invites all interested professional engineers and qualified firms to submit qualifications statement responses for inspection services required by law, during the construction/repair works, at PBA government facilities located thru several municipalities of Puerto Rico. Requested professional engineering inspection services include but are not limited to site & buildings inspection before and during construction, preparation of daily activity reports, management of field test results reports, and the processing, evaluation and further approval of submittals, shop drawings, equipment & materials testing, and any other related document submitted by the Contractor. Also, project inspection must coordinate any necessary actions to prepare, sign off, file, and preserve any other project inspection reports and all relevant project work documentation that include instructions from Owner, Construction Manager and Contractor, as required for the substantial and final completion of the Project. Said professional services shall be provided in strict compliance with Act No. 173, approved on August 12, 1988, as amended, which regulates the public and private practice of the engineering profession in Puerto Rico by individuals and firms, as well as compliance with all updated applicable federal, state, and local engineering standards, codes, laws, and regulations.

Any Proposer interested in participating in this Request for Proposals process must purchase the bidding documents and related bidding documents at a cost of $75.00, by cash, check or money order payable to the Public Buildings Authority, credit card or ATH. A valid photo ID is required when paying by credit card.
 To remit the payment and acquire the specifications, the Proposer must visit the Purchasing and Bids Office of the PBA, located on the 5th floor of the North Tower Building of the Roberto Sánchez Government Center (Minillas Government Center), located on Avenida De Diego, Parada 22, San Juan, Puerto Rico, from April 27, 2026, until May 1, 2026, from 8:00 a.m. to 11:45 a.m. or 12:45 p.m. to 4:00 p.m.
All prospective proponents are required to read carefully and familiarize themselves with the contents of the instructions and conditions of this RFP. If there are any doubts related to RFP documents, scope of work or any technical matters, proponents must submit corresponding questions in writing, sending them by e-mail through the following address: subastas@aep.pr.gov (Attention to: Eng. Gerardo L. Crespo, P.E., Director of PBA Projects Development Area), not later than May 15, 2026 (until 4:30 pm). No further questions will be allowed after such date and time.
 The Proposer will submit its proposal for professional services in printed form (hard copy - paper). Specifically, you will submit, within a sealed envelope or package, one (1) printed original of your proposal, and one (1) copy in digital format (PDF and saved to USB). The proposal will include all the documents that form an integral part of it, including the corresponding annexes.The proposal will be submitted in person at the Prensa Room, located on Floor P of the North Tower Building of the Minillas Government Center, San Juan, P.R. If submitted before the deadline, the proposal must be delivered to Floor 6 at the PBA's Comptroller Office, to the attention of Mrs. Rosalyn Soto, Secretary of the Bids Board. ​
The envelope or package containing the original document and copies (PDF) of the proposal will contain the following information: (1) Professional Services Request for Proposals (RFP) number; (2) deadline date and time for submission of the proposal; (3) name of the Proposer; (4) postal address of the Proposer's main office; (5) telephone number of the Proposer; (6) email address of the Proposer, and; (7) Subject: “Attention: Professional Services Proposal (RFP) No. 2025-26-43.
The deadline to submit the proposal is May 29, 2026, until 10:00 a.m.
 The PBA will not accept: (1) proposals that are
submitted after the established deadline date and time; (2) proposals sent by
facsimile (fax) or any electronic means, and; (3) proposals delivered in a
place, medium or manner other than that established in this document. Any
proposal presented and/or submitted in violation of the above provisions will
be disqualified outright and returned to the Bidder, without it being
considered by the PBA. The copy presented in digital format (USB) cannot have a
password for access and/or download
The PBA will open the proposals for professional services received on May 29, 2026, beginning at 10:00 a.m. The Opening Act will take place in Prensa Room of the Public Buildings Authority (PBA), Minillas Government Center, North Tower, Floor P, San Juan, P.R. The Opening Act will be open to the general public.
