Descripción:
Sealed proposals for the above project will be received by the Board of Awards of the Puerto Rico Highway and Transportation Authority (the Authority).
Bidders shall submit their proposals at the Office of the Board of Awards on the Eleventh Floor of the Authority on or before 2:00 pm on July 1, 2026. The proposals will be opened and read aloud at a virtual (WEBEX) meeting at 10:00 am on July 2, 2026. An invitation to attend the meeting will be sent to those proposers who delivered their proposals.
A non-mandatory virtual (WEBEX) pre-bid meeting will be held at 2:00 pm on June 17, 2026. An invitation to attend the meeting will be sent to those proposers that have requested registration at the Estimates and Bids Office. Although non-mandatory, attendance at this meeting is highly recommendable.
Contracts related documents specifications, and all other necessary information, may be obtained from the Estimates and Bids Office of the Authority located on the Eleventh floor of the south Tower of Roberto Sánchez Vilella Governmental Center, (787) 721-8787 Extension 51132 or 51134, from June 3, 2026, until two working days prior to the opening of bids upon a non-reimbursable payment of $200.00. THESE DOCUMENTS WILL BE AVAILABLE ONLY IN DIGITAL FORMAT TO BE DOWNLOADED FROM A LINK THAT WILL BE SENT BY EMAIL. Said payment shall be made in cash, money order Visa or Master Card credit cards or ATH debit cards at the Authority’s Treasurer Office located on the Seventh floor. The proposal will be rejected if the payment receipt does not show the exact name of the firm delivering the proposal.
The construction cost for this project is estimated at $8,860,000.00 (Each Contract Unit)
To be eligible for the award of the contract for this project, a bidder shall comply and adhere to applicable requirements of the CDBG-DR/MIT grant initiatives, goals, regulations, policies, and programmatic guidelines. This include, but not limited to, compliance with the procurement standards set forth in the C.F.R. §200.321, which require that, to ensure when possible, contracting opportunities to be available to and directed to small businesses, minority-owned firms, women-owned business enterprises (WBEs), and labor surplus area firms. Bidders shall perform the work under the contract resulting from this procurement is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended, 12 U.S.C. §1701u (Section 3). Furthermore, the contractor shall comply with all applicable provisions of the Davis Bacon (DB) Act requirements.
Failure to comply with these requirements will be sufficient for cause for the Authority to reject the proposal.
Each proposal must be accompanied by a proposal guaranty of five percent (5%) of the bid submitted and subject to the conditions indicated in Article 102.08 of the General Provisions and copy of an updated certification for the Bidders Register from the General Services Administration.
The Authority has issued this advertisement in compliance with the public policy of the Government of Puerto Rico as established in Article 3 of Law No. 42 of January 21, 2018 “Ley de Preferencia para Contratistas y Proveedores locales de Construcción”. Law No. 42-2018 states that all governmental entities are required to reserve at least twenty percent (20%) of procurement and construction contracts to services rendered by Local Business or Providers of Construction Services, as defined in Article 2 (B) and (C) of said law. The Authority affirms and recognizes this preference policy and applies the law to this bidding process.
