Descripción:
Custom Group, LLC, Program Manager for the Puerto Rico Public Housing Administration (PRPHA), will receive Sealed Bids from interested Bidders to complete the activities of Replacement Roofing Treatment System (13,030 sq. ft.), Exterior Painting of Buildings (105,672 sq. ft.), and possible Environmental Mitigation of Lead-Based Paint, and Asbestos-Containing Material, among others, for twelve (12) residential buildings, one (1) Community Center and one (1) basketball court as described below in accordance with the Bid Package instructions and requirements.
The instructions and requirements (Bid Package) governing this procurement process, and other pertinent documents, will be available during the dates and business hours indicated above. Documents shall be requested by email at femabids@customgrouppr.com and, in response, the interested Bidder will receive an email with the instructions to download the documents. All interested Bidders are hereby invited to a Pre-Bid Meeting which will be held on the day and the format described above. A Site Visit will be held on July 2, 2026, at 9:00 a.m.; meeting point will be at the public housing development Administration Office. Attendance is not mandatory, but highly recommended.
Bids will be received at Custom Group, LLC, office located at 3 Ríos Bldg., González Giusti Ave #27, Suite 202, Guaynabo, P.R., until the date and time indicated above. Bid offers will be opened and read out loud on this same date at 4:30 p.m., or date indicated in Addendum for this bid. The meeting is open to the public; all parties interested in participating in the meeting shall attend. All Bidders shall be qualified to obtain and submit a Bid Guarantee equivalent to five percent (5%) of the Total Bid, required to be valid for ninety (90) days, in the form of a certified check, a bank draft, or a US Government Bond at par value, or bond from an approved insurance company that must be listed on the most recently published U.S. Department of Treasury, Circular 570 and authorized to do business in the Government of Puerto Rico. If a Bid Bond or Guarantee is not submitted with the Bid, the Bid shall be rejected as non-responsive. All Bids received will be publicly opened and read out loud. The meeting is open to the public; all parties interested in participating in the meeting shall attend the Custom Group, LLC, office at the date and time established above, or the date modified by the Addendum.
Bids submitted after the date and time established for opening shall be recorded as a Late Bid and retained unopened in the contract file. No Bid should be withdrawn for a period of 90 days after the date of opening of Bids. Custom Group, LLC will not be liable for any claim, loss, damage, or cost as a result of this Invitation for Bid.
Custom Group, LLC, and PRPHA reserve the right to reject any or all Bids received and to waive any informality in the Bidding process. This procurement is financed by Federal grants from the Federal Emergency Management Agency (FEMA) (90%) and the Community Development Block Grant-Disaster Recovery (CDBG-DR) (10%).
This Solicitation complies with the most recent requirements of federal and state laws and regulations applicable to the procurement process, included in the rulings of U.S. Department of Housing and Urban Development (HUD): 2 CFR 200.320 (b) (1); Rule No. 9733, known as PRPHA Procurement Manual (Rule No. 9733, filed on February 5, 2026 and effective thirty (30) days after this date). Awarded Bidder shall comply with Davis-Bacon Act (40 U.S. Code 3141-3148) as supplemented by Labor Standards established by U.S. Department of Labor (29 CFR Part 5), and requirements established in Section 3 of the Housing and Urban Development Act of 1968, as amended (12 U.S. Code 1701u), related to ensure the creation of new jobs and other economic opportunities generated by HUD or by Projects Assisted by HUD. The Bidder is also required to have an active status at System for Awards Management (SAM).
