La Autoridad de Carreteras y Transportación (ACT), mediante esta solicitud de carta de interés, invita a toda firma precalificada por la Oficina de Pre-Construcción de la ACT a participar en el proceso de licitación para los servicios consultivos de ingeniería, diseño y estudios para el proyecto sobre Informe de Ingeniería Preliminar (PER) para la Rehabilitación / Reemplazo Permanente del Puente No. 729, PR 2, Km 153.9, Municipio de Mayagüez, en apoyo a la Oficina de Pre-Construcción.  La ACT invita a toda firma no precalificada y que desee someter cartas de interés para proyectos a someter documentos de cualificación, los cuales se pueden solicitar al siguiente correo electrónico: designrfq@act.pr.gov. 

Toda pregunta o solicitud de información deberá ser enviada, antes del 16 de julio de 2026, enviando correo electrónico a: rfp.er.pco@act.pr.gov  a la atención de Ing. Alexandra Velázquez Delgado, Directora Oficina de Pre-Construcción de la Autoridad de Carreteras y Transportación de Puerto Rico, PO Box 42007, San Juan, PR 00940-2007.  En su solicitud deberá indicar: Nombre de la firma con interés en el proceso, persona contacto y su puesto, número telefónico y dirección de correo electrónico.  Se le responderá por correo electrónico indicando las instrucciones para acceder los documentos para esta solicitud.  Los documentos estarán disponibles únicamente en formato digital.

1. Descripción del Proyecto:  El Puente Núm. BR-729, ubicado en la PR 2, Km 153.9 en el Municipio de Mayagüez, ha sido identificado por la Autoridad de Carreteras y Transportación con hallazgos críticos que requieren de una evaluación formal y el desarrollo de alternativas de ingeniería.  Como parte del Programa de Puentes, este proyecto tiene como propósito realizar los estudios, inspecciones y análisis necesarios para documentar las condiciones existentes de la estructura del puente.  El consultor seleccionado deberá preparar un Preliminary Engineering Report (PER) que presente alternativas viables para la rehabilitación permanente o el reemplazo del puente, considerando los criterios y requisitos aplicables de la ACT y la FHWA. El PER permitirá a la ACT determinar la alternativa más adecuada para las fases posteriores del proyecto.

2. Alcance de los servicios: El consultor seleccionado deberá realizar los estudios, evaluaciones y análisis necesarios para documentar las condiciones existentes del Puente Núm. BR-729 y desarrollar un Preliminary Engineering Report (PER) que presente alternativas viables para su rehabilitación permanente o reemplazo. El alcance incluye la recopilación de información relevante del sitio, la evaluación de aspectos operacionales y de seguridad y el desarrollo de alternativas de ingeniería que cumplan con los criterios y requisitos aplicables de ACT y la FHWA. El PER deberá incluir una recomendación fundamentada en los estudios que permita a la ACT determinar la alternativa más adecuada para las fases posteriores del proyecto. Todos los documentos cumplirán con las normas de diseño vigentes de ACT y FHWA, así como con los requisitos ambientales aplicables de NEPA.

The Puerto Rico Highway and Transportation Authority (PRHTA), through this Request for Letter of Interest, invites all firms prequalified by the PRHTA Pre Construction Office to participate in the bidding process for engineering, design, and study consulting services for the project Preliminary Engineering Report (PER) for Permanent Rehabilitation / Replacement of Bridge No. 729, PR-2, Km. 153.9, Municipality of Mayagüez, in support of the Pre Construction Office. The PRHTA also invites any non prequalified firm wishing to submit Letters of Interest for projects to submit qualification documents, which may be requested at the following email address: designrfq@act.pr.gov.

As part of the Bridge Program, the purpose of this project is to carry out the studies, inspections, and analyses necessary to document the existing conditions of the bridge structure. The selected consultant shall prepare a Preliminary Engineering Report (PER) that presents viable alternatives for the permanent rehabilitation or replacement of the bridge, considering the applicable criteria and requirements of the PRHTA and the FHWA. The PER will enable the PRHTA to determine the most appropriate alternative for the subsequent phases of the project.


1. Scope of Services: The selected consultant shall perform the studies, evaluations, and analyses necessary to document the existing conditions of Bridge No. BR 729 and to develop a Preliminary Engineering Report (PER) that presents feasible alternatives for its permanent rehabilitation or replacement. The scope includes the collection of relevant site information, the assessment of operational and safety aspects, and the development of alternatives that comply with the applicable criteria and requirements of the PRHTA and the FHWA. The PER shall include a recommendation supported by the studies conducted, enabling the PRHTA to determine the most appropriate alternative for the subsequent phases of the project. All documents shall comply with current PRHTA and FHWA design standards, as well as the applicable NEPA environmental requirements.
