Custom Group, LLC, Program Manager of the Puerto Rico Public Housing Administration (PRPHA), will receive Sealed Bids from interested Bidders to complete the activities of Replacement of Roof Treatment System (71,400 sq. ft.), Exterior Painting of Buildings (262,884.40 sq. ft.), and possible Environmental Mitigation due to presence of Lead-Based Paint Content and Asbestos Material Content, among others, for 30 residential buildings,1 administration building, and 1 basketball court at the public housing development above in accordance with the Bid Package instructions and requirements.
The instructions and requirements governing this procurement process (IFB Package), as well as the specifications of the work to be performed and other pertinent documents, shall be obtained by requesting the IFB Package via email at femabids@customgrouppr.com. In response, a link will be provided to access the Custom Bid Portal.
Prospective bidders are strongly encouraged to request the IFB Package through this process to ensure proper registration. Only registered bidders will receive official updates, developments, addenda, invitations to pre-bid meetings, bid opening notifications, and reminders of critical dates related to this procurement process.
Any firm that accesses the IFB Package through the Custom Bid Portal without completing the registration process assumes full responsibility for monitoring the portal and ensuring receipt of all applicable updates and addenda. Custom Group, LLC and the Puerto Rico Public Housing Administration shall not be responsible or liable for incomplete, outdated, or non-compliant bid submissions resulting from a bidder's failure to properly register or obtain official communications.

All interested Bidders are hereby invited to a Pre-Bid Conference and Site Visit to be held on the day and location described above. The Site Visit Conference meeting point will be at the Public Housing Development Administration Building. Attendance to the Pre-Bid Conference and Site Visit is not mandatory, but highly recommended.
Bids will be received at Custom Group, LLC, office located at 3 Ríos Building, 27 González Giusti Ave., Suite 202, Guaynabo, until the date and time indicated above. Bid offers will be opened and read out loud on this same date at 4:30 p.m.
All Bidders shall be qualified to obtain and submit a Bid Guarantee equivalent to five percent (5%) of the Total Bid, required to be valid for ninety (90) days, in the form of a certified check, a bank draft, or a US Government Bond at par value, or bond from an approved insurance company that must be listed on the most recently published U.S. Department of Treasury, Circular 570 and authorized to do business in the Government of Puerto Rico. If a Bid Bond or Guarantee is not submitted with the Bid, the Bid shall be rejected as non-responsive. All Bids received will be publicly opened and read out loud. The meeting is open to the public; all parties interested in participating in the meeting shall attend the Custom Group, LLC, office at the date and time established above, or the date modified by Addendum.
Bids submitted after the date and time established for opening shall be recorded as a Late Bid and remain unopened in the contract file. No Bid should be withdrawn for a period of 90 days after the date of opening of Bids. Custom Group, LLC, will not be liable for any claim, loss, damage, or cost as a result of this Invitation for Bid.
Custom Group, LLC, and PRPHA reserve the right to reject any or all Bids received and to waive any informality in the Bidding process. This procurement is financed by Federal grants from the Federal Emergency Management Agency (FEMA) (90%) and the Community Development Block Grant-Disaster Recovery (CDBG-DR) (10%).
This Solicitation complies with the most recent requirements of federal and state laws and regulations applicable to the procurement process, included in the rulings of U.S. Department of Housing and Urban Development (HUD): 2 CFR 200.320 (b) (1); Rule No. 9733, known as PRPHA Procurement Manual (Rule No. 9733, filed on February 5, 2026, and effective thirty (30) days after this date). Awarded Bidder shall comply with Davis-Bacon Act (40 U.S. Code 3141-3148) as supplemented by Labor Standards established by U.S. Department of Labor (29 CFR Part 5), and requirements established in Section 3 of the Housing and Urban Development Act of 1968, as amended (12 U.S. Code 1701u), related to ensure the creation of new jobs and other economic opportunities generated by HUD or by Projects Assisted by HUD. The Bidder is also required to have an active status at System for Awards Management (SAM).
