The present Request for Sealed Proposals (RFP) has has the purpose of establishing a contract for the Development and Implementation (D&I) Services and Maintenance and Operations (M&O) Services for the Puerto Rico WIC MIS

PRWIC is looking to develop and implement a modern system that would increase productivity, be user-friendly, configurable, scalable, and tailored to current needs.  Modern WIC MIS are:
• Participant and user centered
• Cohesive and interoperable with other tools and systems supporting WIC delivery
• Flexible and adaptable over time
• Efficient to procure and maintain
• Enabled and sustained by a robust provider ecosystem

The PRWIC WIC MIS must be:
• Web Based 
• Both MIS and EBT systems are online real-time
• Easy to configure 
• Friendly, Robust and Scalable system
• Linked to the external web and mobile applications to streamline all WIC services provided to participants and authorized WIC vendors.   
• Interfaced with third party vendor hosted EBT Processor (CDP WIC Direct)
• Compliance with FReD 2.0, WUMEI 2022 (WIC Universal MIS-EBT Interface Standards 2022) and the Framework for State, Local, Tribal, and Territorial Use of Artificial Intelligence for Public Benefit Administration
