Descripción:
The Puerto Rico Highway and Transportation Authority (PRHTA) is issuing this Request for Qualifications (“RFQ”) to solicit Statement of Qualifications (“SOQ”) from Highway Design and Construction Teams for the construction of Highway PR-5 in the Municipality of Bayamón with an approximate length of 3.10 kilometers. The project includes the construction of roadways, maintenance of traffic, three new bridges, retaining walls, MSE walls, noise reduction walls, tolling facilities, lighting, drainage system, PRASA water and sanitary utilities, PREPA (Luma) utilities, traffic signing & pavement marking, installation of traffic safety devices, intelligent transportation systems, erosion control measures, and related earth work. Furthermore, the project includes the relocation and/or extension of the state’s roads PR-830, PR-840 and municipal roads 6th street and Laredo Street. The project consists of the construction of the road segment and/or project elements under the design-build method. The PRHTA expects that the selected contractor builds a high-quality facility in accordance with the design criteria, AASHTO design policy for roadways, AASHTO bridge design and construction specification and all standards, directives and specifications adopted by the agency.
Proposers shall submit their SOQ’s at the Board of Awards Office on the Roberto Sánchez Vilella Government Center (Minillas) South Building, Eleventh Floor, De Diego Avenue, Stop 22, Santurce, Puerto Rico on or before 2:00 PM of September 15, 2026. Said proposals will be publicly opened in a virtual meeting (via Cisco Webex Meetings) on September 16, 2026, at 10:00 AM. An invitation to access this meeting will be sent to those proposers who submitted proposals.
Meetings with General Contractors and Design Firms will be held from August 17 to 21, 2026. Individual invitations to the meeting will be sent to those proposers that have been registered at the Board of Awards Office.
Documents, forms, and all other necessary information may be obtained from July 21, 2026 at the Board of Awards of the Authority (the Board) located on the Eleventh floor, South Building, Roberto Sanchez Vilella Government Center, phone number (787) 721-8787 extensions 51130 or 51129, by filing a request for registering in this process to the following e-mail address: juntasubastas@act.pr.gov, until two (2) working days prior to the opening of bids. The Board will send a registration form to the Proposer, and it should be completed and sent by e-mail to the Board. These documents will be available only in digital format to be downloaded from a link that will be sent by e-mail after all the information in the registration form is validated.
