​​​​​​​The Puerto Rico Public Housing Administration (PRPHA) is soliciting proposals from qualified firms to provide Program Management Services in support of its Disaster Recovery Program, capital improvement, modernization, extraordinary maintenance, and other construction-related programs. in Puerto Rico.

The selected Program Management Firm (PMF) shall provide professional and technical services to assist PRPHA in the planning, coordination, procurement support, project controls, compliance monitoring, and overall administration of projects funded through FEMA Recovery, federal, state, or local sources.

The services to be provided include, but are not limited to, project coordination, validation of scopes of work and quantities, preparation and review of Bid Packages, procurement support, cost estimating, scheduling, budget and schedule monitoring, document management, compliance monitoring, reporting, environmental coordination, and other related services necessary to support the successful implementation of PRPHA's capital improvement program.

The objective of this solicitation is to obtain the services of a qualified Program Management Firm capable of providing experienced personnel, technical expertise, and management resources to support PRPHA in the efficient, timely, and compliant administration of multiple projects while ensuring compliance with applicable contractual requirements and federal, state, and PRPHA regulations.

A Virtual Pre-submission Conference will be held on August 27, 2026 at 10:00 a.m. Although attendance is not mandatory, we strongly encourage Respondents to participate in the Conference. The Technical Proposal must be submitted in original, four (4) impress copies and four (4) digital copies (USB).  In a separate envelope the Respondents must submit the Cost Proposal in original; one (1) impress copy and one (1) digital copy (USB). Proposals submitted after the date and time established will not be considered. No Proposal should be withdrawn, for a period of ninety (90) days after the date of receipt of Proposals, without the consent of PRPHA.  PRPHA will not be liable for any claim, loss, damage or cost as a result of this Request for Proposals.

PRPHA, reserves the right to reject any or all proposals received and to waive any informality in the RFP process.  This procurement is totally financed by federal funds, and the services will be provided according to the availability of these funds.
