Descripción:
The Puerto Rico Medical Services Administration (ASEM) has identified the need to procure planning, design, permitting, procurement, construction, commissioning, activation, and operational readiness services for Puerto Rico's New Trauma Hospital (the “Project") through the Design-Build project delivery method.
The Project presents an opportunity to strengthen access to timely, specialized services for patients affected by natural disasters, serious accidents, violence, and other emergencies requiring advances medical attention. This will help improve coordination and response time, reducing the potential of complications, and expanding access to specialized trauma services across the Island, including rural residents. By building upon Puerto Rico's existing healthcare infraestructure, the trauma care capacity will expand improving operational readiness, and supporting a higher standard of patient care. It will help prevent future impacts while fully complying with the objectives of the CDBG-MIT (Infrastructure Mitigation Program Health Strengthening Set-Aside) program and the risk mitigation goals for critical infrastructure, including risk reduction, resilience enhancement, and continuity of operations.

Procurement Schedule:
1. PRE-PROPOSAL MEETING: The pre-proposal meeting will be held on September 24, 2026, at 10:00a.m. in Puerto Rico’s Medical Center, Auditorium B and C at Cardiovascular Center of Puerto Rico and Caribbean, First Floor, located in the Bo. Monacillos, San Juan, Puerto Rico. This meeting will also be streamed live via Microsoft Teams, as posted on the website https://www.asem.pr.gov/administrativo#Subastas
Proposers are strongly encouraged to attend the pre-proposal meeting. Representatives from ASEM will be present to discuss the project scope, evaluation criteria, proposal requirements, terms, and conditions. Attendance at the pre-proposal meeting is not mandatory.
2. PROPOSAL SUBMISSION: Proposals must be submitted on or before December 1, 2026, at 2:00 p.m., in the following two (2) ways:
a. Physically (Hard Copy), at ASEM’s Procurement Division Office, First Floor, Services and Supply Building, Puerto Rico’s Medical Center, located in the Bo. Monacillos, San Juan, Puerto Rico
b. Electronically, using the link https://jedi.asg.pr.gov/#/Repository?Identifier=27DJ-00415, and uploading your Proposal in the section identified as “Suplidor or Supplier”
3. PROPOSALS OPENING: The opening of proposals will be on December 1, 2026, at 2:30p.m. in Puerto Rico’s Medical Center, ASEM’s Central Laundry Conference Room, located in the Bo. Monacillos, San Juan, Puerto Rico. The Proposal Opening will also be streamed live via Microsoft Teams, as posted on the website https://www.asem.pr.gov/administrativo#Subastas
A site inspection will be available following the pre-proposal meeting. Attendance is not mandatory but strongly encouraged to allow interested parties be familiarized with existing site conditions, restrictions, and operational limitations. Additional evaluations may be requested outside the scheduled site visit by coordinating with the Procurement Division via email at subastascompras@asem.pr.gov or through the link provided by the J.E.D.I platform, https://jedi.asg.pr.gov/#/Repository?Identifier=27DJ-00415. The Proposer is solely responsible for all costs, liabilities, safety requirements, and security protocols associated with any independent site evaluation, study or inspection.
General Notes:
1. In accordance with 48 CFR Part 6 Subpart 6.203 to 6.208, the Government of Puerto Rico and ASEM encourages the growth of small commercial businesses, including M/W/VBE, by encouraging their participation in this RFP process.
2. ASEM will observe compliance with the provisions set forth in 2 CFR § 200.318-327 and any other provisions applicable to this process.
3. ASEM shall comply with all nondiscrimination laws, regulations, and policies in effect in Puerto Rico and with applicable federal laws in accordance with the requirements of the CDBG MIT program including, but not limited to, Title VI of the Civil Rights Act, the Fair Housing Act, Title VII as interpreted by the EEOC, the ADA, the ADEA, and any guidelines or requirements issued by HUD regarding equal opportunity in effect as of the date of publication of this Request for Sealed Proposal.
4. This project will be financed, partially or completely, with funds from ASEM and CDBG-MIT program (Healthcare Strengthening Set-Aside). ASEM has executed a Subrecipient Agreement (SRA) with the Puerto Rico's Department of Housing (PRDOH) to receive funding from CDBG-MIT Program.
5. The ASEM's Procurement Division Office hours of operation are Monday through Friday, from 8:00 a.m. to 3:00 p.m.
