In accordance with Act No. 44 of June 21, 1988, as amended, and Regulations for Procurement 5853 approved September 9, 1998, the Puerto Rico Infrastructure Financing Authority (“PRIFA”) in representation of the Puerto Rico State Insurance Fund Corporation (CFSE by its Spanish acronym) is requesting proposals for the following project:

The Industrial Hospital started operations on June 6, 1967 with a license to operate 265 beds at a cost of $6,059,461.00. It became the first hospital in Puerto Rico to have a Department of Physical Medicine and Rehabilitation integrated into a hospital. This government facility was created to provide inpatient services, surgical and rehabilitation treatment to workers who suffer accidents at work or occupational disease as part of the benefits offered by the CFSE.  At this time, the hospital operates about 125 hospital beds, divided in seven clinical areas: Department of Clinical Medicine; Department of Surgery; Burn Unit; Department of Physical Medicine and Rehabilitation; Back Acute Unit; Spinal Cord Trauma Unit; Multidisciplinary Intensive.
 
This Request for Qualification (RFQ) is issued in order to qualify proponents, who will be requested to present a Request for Proposals for the Project. The scope of work for this Project includes: improvements to the hospital facilities, increasing operating rooms capacity; improving ambulatory surgery services by building three (3) additional operating rooms; integrate family care centers, providing two (2) patients per room in compliance with current applicable codes and accrediting agencies; expansion of the Intensive Care Unit, and the Burn Unit; provide a fully functional hospital during a catastrophic event, increasing the potable water reservoir (cistern), fire prevention  and electric power generation systems to meet the current standards for self- sufficiency; redesign the exterior facade with power-saving features in order to achieve lower operational costs (PRASA, PREPA); provide Emergency Room isolation rooms, trauma rooms, waiting area for patients, families and visitors; and increase capacity of the waiting room in the Outpatient Clinics.
 
RFQ packages will be available to interested bidders on March 28, 2014 from 2:00 p.m. until April 4, 2014 until 4:00 p.m. at PRIFA’s offices located on 268 Muñoz Rivera Avenue in World Plaza building, Fourth Floor, Hato Rey. Bid packages will have a non-reimbursable cost of $100.00 payable to the Puerto Rico Infrastructure Financing Authority with certified check or money order. Payments in cash will not be accepted.
 

The mandatory Information Meeting will be held at PRIFA’s offices located on 268 Muñoz Rivera Avenue in World Plaza, Hato Rey, 17th Floor Conference Room.  PRIFA reserves the right to accept or reject any bids and to recommend to the Executive Director the bid’s award under the most favorable conditions to PRIFA. All interested contractors must comply with the RFQ packages provisions and they will be responsible to deliver the documents before SOQ submission deadline.
