Public Housing Administration (PRPHA) is requesting proposals from qualified
technical contractors with experience to comply with the current Voluntary
Compliance Agreement (VCA) signed with the US Department of Housing and Urban
Development (HUD), proposals by qualified firms are being requested for the
services of Oversight Management (OM) for the construction and improvement
projects related to the VCA.


 
The instructions and requirements (RFP Package) governing this procurement process, and other pertinent documents, may be obtained for a fee of $10.00, on business days, from 8:00 a.m. to 12m.d. and from 1:00 p.m. to 3:30 p.m. at the Collections Office 6th floor, Juan C. Cordero Dávila Building, 606 Barbosa Avenue Hato Rey, P. R. 00917. All deposits shall be (non-refundable) cash, money order or certified check (payable to PRPHA) for one set per interested proponent per proposal. All interested firms are hereby invited to a PRE-SUBMISSION MEETING to be held by the PRPHA at the Basement Conference Room on the day and location described above. Attendance is not mandatory, but we encourage respondents to participate in the Pre-submission meeting. Sealed proposals will be received at Central Office of Office 9thfloor, Juan C. Cordero Dávila Building, 606 Barbosa Avenue, located at Hato Rey, PR 00917; until the date and hour described above. Proposals submitted after the date and time established for opening Thursday August 16, 2018, 2:00p.m. E.T. shall be recorded as a late proposal and retained unopened in the contract file. No proposal should be withdrawn, for a period of 90 days after the date of submission of proposal, without the consent of PRPHA. PRPHA will not be liable for any claim, loss, damage or cost as a result of this invitation to this RFP. PRPHA reserves the right to reject any or all proposals received and to waive any informality in the request process. This procurement is totally financed by Federal Funds.


 


This solicitation complies with most recent 2 CFR 200.320 (d), HUD Handbook 7460.8 REV-2, and PRPHA Procurement Manual. This solicitation complies with most recent established requirements in the Section 3 of the Housing and Urban Development Act of 1968, (12 U.S.C. 1701u), relative to the creation of new jobs and other economic opportunities generated by HUD.
