Descripción:
Pursuant to 2 C.F.R. Part 200 and Puerto Rico Public Housing Administration's (PRPHA) (Acquisition Regulations), the PRPHA is seeking Program Management firms with extensive experience managing and coordinating full construction activities for the rehabilitation of projects. The services herein procured will be for current and upcoming construction. Some of the services will include but are not limited to Pre-Construction, Construction and Project Closeout Services. Puerto Rico Public Housing Administration (PRPHA) owns and operates approximately - 53,450 low-income public housing dwelling units in – 334 developments. Since 1992, PRPHA has contracted with private corporations to manage these properties. There are currently eleven (11) Management Agents and one (1) PR Municipality managing all of PRPHA's units. The U.S. Department of Housing and Urban Development (HUD) provides annual operating subsidies to help fund the operating expenses for these units. The PRPHA has entered into a Voluntary Compliance Agreement with HUD in order to comply with its statuary obligations under Section 504 of Rehabilitation Act of 1973 (29 U.S.C. Sec. 701 et seq. ), Section 109 of Housing and Community Development Act of 1974, as amended (17 U.S.C., 109) the American with Disabilities Act of 1990 (ADA) as amended (42 U.S.C. 512101), the Fair Housing Act (FHAct) as amended (42 U.S.C. 3601 et seq.) and the Architectural Barriers Act (ABA) Pub. L.90-480(42U.S.C. Section 4151 et. Seg. This Agreement grants a 5-year period for PRPHA to comply with each of the conditions agreed upon. Failure to meet any obligation under this Agreement shall put PRPHA's federal subsidies in immediate peril and trigger the initiation of all enforcement actions that correspond under HUD's statuary authorities and regulations. The RFP process is designed to promote fair and open competition while seeking a competitive cost. The RFP package must be downloaded from the website https://subastas.avp.pr.gov. Interested Proposers must enter the User guide to participated in the RFP process, upload Procurement Package. Here, the Proposer will be able to access a summary of the RFP and find options to register and upload documents, such as the RFP package and Addenda. Responses to this RFP should be prepared in accordance with the instructions provided in the RFP package. All interested firms are hereby invited to a Pre-Submission Conference at 10:00 a.m. on Wednesday, March 11, 2020 at the Basement Conference Room, Juan César Cordero Building, 606 Barbosa Avenue, San Juan , Puerto Rico 00917. Attendance is not mandatory, but we encourage Proposers to participate in the Pre-Submission Conference. Proposals may be hand delivered or sent by certified or registered mail, return receipt requested, to the address mentioned above. All Proposals must be submitted in a sealed envelope in original and five (5) copies properly identified as AVP-RFP-19-20-02. Proposers must assure themselves that their Proposals are received at the above-mentioned address by 2:00 p.m., Thursday, April 2, 2020. Proposals received after the date and time established by the PRPHA, shall be recorded as a late Proposal and retained unopened in the contract file. After submitting the Proposal, refer to the (Proposers) as “Respondent". No Proposal should be withdrawn, for a period of 90 days after the due date, without the consent of PRPHA. PRPHA will not be liable for any claim, loss, damage or cost because of this Request for Proposal. PRPHA reserves the right to reject any or all Proposals received and to waive any informality in the Bidding process. This procurement is totally financed by Federal Funds. This solicitation complies with the most recent requirements of federal and state laws and regulations applicable to the procurement process, included in the rulings of U.S. Department of Housing and Urban Development (HUD): 2 CFR 200.320 (c); HUD Procurement Handbook 7460.8 REV-2, and PRPHA Procurement Manual (Rule No. 8967, approved June 9, 2017). Awarded Respondent shall comply with Davis–Bacon Act (40 U.S. Code 3141-3148) as supplemented by Labor Standards established by U.S. Department of Labor (29 CFR Part 5), and requirements established in Section 3 of the Housing and Urban Development Act of 1968, (12 U.S. Code 1701u), related to ensure the creation of new jobs and other economic opportunities generated by HUD or by Projects Assisted by HUD.
