In accordance with Act No. 44 of June 21, 1988, as amendend, and Procurement Regulation Number 5853 of Pueto Rico Infrastructure Financing Authority (hereinafter "PRIFA") approved September 9, 1998, PRIFA is requesting competitive proposal for Chromebooks Computers.
 
The Department of Education, the Department of Transportation and Public Works, the Public Building Authority, PRIFA, the Public-Private Partnership Authority, and he Government Development Bank entered into an agreement by means of which the comprehensive modernization of various schools throughout Puerto Rico was performed.  This program is known as the schools modernized or constructed by means of the program are the "Centro de Oportunidades Educativas de Mayagüez (CROEM)", the Centro de Oportunidades Educativas de Ceiba (CROEC)", the Centro de Oportunidades Educativas de Villalba (CROEV)", and the Aeronautical and Aerospace Institute of Puerto Rico in Aguadilla (AAIPR).
 
PRIFA came into an agreement with the Puerto Rico Telecomunications Regulatory Board (hereinafter "TRB") by means of which, PRIFA provides administrative and technical assistance in the purchase, installation, training and implementation of equipment in schools of the program. With the purpose of promotion the academic achievements of students in the mentioned schools, the TRB and PRIFA are interested in the acquisition of computers for the before mentioned schools. As such, PRIFA issues this Request for Proposals Number. AFI-BP-15-14-JRT with the purpose of executing a contract for the acquisition of the equipment specified hereinafter. All special conditions in this document shall form an integral part of the contract.
 
Bid packages can be collected begining Friday, May 22, 2015 at 2:00 p.m.  and will be available until Friday, May 29, 2015 at 4:00 p.m. at PRIFA's  office located at 268 Muñoz Rivera Avenue in World Plaza building, 12th Floor, Hato Rey. Bid packages will have a non-reimbursable cost of twenty dollars ($20.00) payable to the PRIFA with certified check or money order. Payments in cash will not be accepted.

The mandatory Pre-Bid Meeting will be held at PRIFA's offices located at 268 Muñoz Rivera Avenue in World Plaza, 12th Floor  Conference Room.  All formal bids must include a bid bond in the amount of five percent (5%) of the maximum  bid value.
 
All bids shall be delivered by the Bidders at PRIFA's offices located at 268 Muñoz Rivera Avenue in World Plaza, 12th  Floor, Hato Rey  by the aforementioned date and time. All bids received will be publicly opened and read aloud by the Board of Awards at the 12th Floor Conference Room, at the Proposal Submittal Due Date. Additionally, in accordance with Law Number 85 of June 18, 2002, the contractor shall submit an Eligibility Certificate from the General Services Administration. PRIFA reserves the right to accept or reject any bids and to recommend to the Executive Director the bid's award under the most favorable conditions to PRIFA.
