The Department of Economic Development and Commerce of Puerto Rico (DEDC) seeks proposals from qualified individuals and/or legal entities interested in establishing and operating Regional Career Centers for the Long Term Unemployed with the intention of contracting their services for a fixed price project that will start in the upcoming one to two months. All services performed by a selected Respondent must comply with applicable federal requirements and with all Commonwealth of Puerto Rico laws and regulations.
Any service agreement, if awarded, will be based on the factors stated in this RFP.  A more detailed description of the contract terms is will be provided in the RFP package.   
The RFP package may be obtained from the DEDC, on business days at the Labor Development Program Office located on the 2nd floor of the PRIDCO Building, 355 F. D. Roosevelt Avenue, San Juan P.R. from July 28, 2016 to August 5, 2016 during normal office hours (8:00 a.m.to 12:00 p.m. and 1:00 p.m. to 4:30 p.m.). 
Responses to this RFP should be prepared in accordance with the attached instructions and will be evaluated by the DEDC as described in this RFP and otherwise in accordance with applicable laws and regulations.  Proposals will be held in confidence and not released for public review until after the final award is made. 
DEDC shall be the sole judge of each Respondent’s conformance with the requirements of the RFP and of the merits of the individual proposals.
