​The Department of Economic
 Development and Commerce of Puerto Rico (DDEC) seeks proposals from
qualified individuals and/or legal entities interested in re-developing our educational provider management application (SELEP).  All services perfomed
 by a selected Respondent must comply with applicable federal
requirements and with all Commonwealth of Puerto Rico laws and
regulations.Any service agreement, if awarded, will be based on
the factors stated in this RFP.  A more detailed description of the
contract terms is provided in the RFP package. The RFP package may be obtained from the DDEC, on business days at the Labor Development Program Office located on the Second floor of the PRIDCO Building, 355 F.D. Roosevelt Avenue, San Juan P. R. form December 14,2016 to December 23,2016 during normal office hours (8:00 a.m. to 12:00 p.m. and 1:00 p.m. to 4:30 p.m.).Responses
 to this RFP should be prepared in accordance with the attached
instructions and will be evaluated by the DDEC as described in this RFP
and otherwise in accordance with applicable laws and regulations. 
Proposals will be held in confidence and not released for public review
until after the final award is made. DDEC shall be the sole judge
 of each Responent's conformance with the requirements of the RFP and of
 the merits of the individual proposals.The DDEC is an equal
