Descripción: On September 20th, 2017, Hurricane María hit Puerto Rico causing catastrophic island-wide damages. In response to this major disaster, the Governor of Puerto Rico issued the Executive Order Number OE-2017-047, declaring a state of emergency in Puerto Rico. Additionally, on September 21, 2017, the President of the United State of America issued a Major Disaster Declaration for Puerto Rico, ordering federal assistance to supplement the Government of Puerto Rico’s (GPR’s) recovery efforts and authorizing federal funding for emergency works in all seventy-eight (78) municipalities of our island, in order to begin to recover from the effects of this catastrophic disaster.
In response to the recovery efforts, in February 9, 2018, the U.S. Department of Housing and Urban Development (HUD) allocated $1,507,179,000 to the Government of Puerto Rico in Community Development Block Grant for Disaster Recovery (CDBG-DR) funds appropriated by the Supplemental Appropriations for Disaster Relief Requirements, 2017, for the purpose of assisting in long-term recovery from 2017 disasters. The PRDOH has been designated by the Governor of Puerto Rico as the grantee and administrator of this allocation. In addition to recover and rebuild, these funds are granted to stimulate economic growth in every affected community.
Programs in the Action Plan that address housing needs include the Homeowner Repair, Reconstruction, or Relocation Program (R3 Program). This Program is expected to have the largest impact to the recovery of households in Puerto Rico. An increase in housing activity will generate layers of economic stimulus, creating jobs across multiple sectors. Strategic revitalization of affordable housing will lead cost-burdened LMI households to a fruitful long-term recovery. The R3 Program will provide relief to those who were impacted by Hurricanes Irma and María while addressing recognized impediments to affirmatively further fair housing as required under the Fair Housing Act. Assistance through this Program will be provided under three primary venues: repair, reconstruction, and relocation. Within the reconstruction or relocation venues, demolition of existing dwellings is an eligible activity.
The R3 Program will make use of Construction Managers to coordinate, design, and construct new single-family housing stock, as well as remove existing not-to-standard homes; and to repair non-substantially damaged single-family dwellings. The Construction Managers will assist the PRDOH with the R3 Program goals of (a) returning displaced households; (b) reconstructing housing to higher resilience standards; (c) revitalizing weak and aging housing stock; and (d) moving households out of unsafe conditions. Construction Managers must be prepared to invest considerable amounts of resources to design, repair, or build single-family dwelling units within short periods of time.
The RFP seeks to select Construction Managers to manage the design-build component of projects under the R3 Program. Construction Managers are expected to (a) reduce risk and legal burden to PRDOH and the R3 Program; (b) control costs and reduce budget overruns; (c) standardize design and construction solutions to reduce times from applicant awards to completion and to reduce the submittal burden to the PRDOH and its representatives; (d) ensure that work is performed in compliance with the utmost quality standards; (e) expedite close-out of projects; and (f) implement green and resilient standards as part of the R3 Program.
Construction Managers will work closely with other contractors/consultants retained by the PRDOH for the R3 Program and other programs. These contractors/consultants include, but are not limited to, the Call Center Operator, the Program Managers, the Environmental Consultants, and the Cost Estimators, among others.
Construction Managers will be divided into two (2) Levels based on their financial capacities and past experience in projects. Level 1 Construction Managers will be those with high financial capabilities which are able to perform work in large quantities at any given time and within a large area. Level 2 Construction Managers will be those with moderate financial capabilities which are able to perform moderate quantities of work at any given time and within contingent groups of municipalities. Level 2 Construction Managers will indicate the contingent municipalities where their work will be performed.
All Proposers shall be qualified to obtain and submit a Bid Guarantee equivalent to five percent (5%) of the offer, valid for ninety (90) days in the form of certified check, bank draft, US Government Bond at par value, or bond from an approved insurance company that appears in the Federal Register (Treasury Listed) Circular 570 and authorized to do business with the government of Puerto Rico.
The RFP process is designed to promote fair and open competition while seeking a cost competitive option. The RFP package must be downloaded from the website www.cdbg-dr.pr.gov in the “Procurement” section. Interested Proposers must be registered using the forms available on the “Registration” section at www.cdbg-dr.pr.gov. Download and complete the CDBG-DR Procurement Process Registration Form. All prospective Proposers must send the completed CDBG-DR Procurement Process Registration Form to cdbgdr-procurement@vivienda.pr.gov. Alternatively, prospective Proposers can also obtain hardcopies of this RFP at the PRDOH’s headquarters at no cost on business days at the Procurement Office located on the 9th floor of the Department of Housing, 606 Barbosa Ave., Juan César Cordero Dávila Building, San Juan, Puerto Rico, Attention: Mr. José A. Responses to this RFP should be prepared in accordance with the instructions provided in the RFP package. The Proposal will be evaluated by the PRDOH as described in the RFP and in accordance with applicable local and federal laws and regulations, including HUD’s requirements, among others. Proposals will be held in confidence and will not be released for public review until the final awards is completed.
The PRDOH will hold a pre-bid conference for any interested parties to attend. The pre-bid conference will be held at the basement level of PRDOH’s headquarters in 606 Barbosa Avenue, Juan C. Cordero Building, Río Piedras, PR 00918. The pre-bid conference will be held on Monday, November 26, 2018 at 10:00 a.m. Attendance to the pre-bid conference is not mandatory. Nonetheless, the PRDOH encourages any interested party to participate.
