REVITALIZACIÓN DEL MALECÓN DE SALINAS
MUNICIPALITY OF SALINAS, PUERTO RICO
In accordance with Act No. 44 of June 21, 1988, as amended, and Procurement Regulation Number 5853 of Puerto Rico Infrastructure Financing Authority (PRIFA) approved September 9, 1998, the PRIFA’s is requesting competitive bids from contractors, for the project referenced above.
The Seafront Revitalization Program consists of the revitalization of eight (8) seafront locations throughout Puerto Rico, focusing on job creation and establishing new destinations along the seafront with a variety of uses: recreational, contemplative, cultural, and recreational congregation.
This Project, the seven (7) of eight (8), consist of the revitalization of Malecón de Salinas. The work proposed is within a heavily impacted area where private homes and businesses have blocked access and views to the Caribbean Sea for years. It aims to restore waterfront access as possible, along the well-known gastronomic route within the La Playa sector of Salinas, which is located approximately 2 kilometers from the Municipality’s center on road PR-701.
The Scope of Work includes the demolition of at least three (3) abandoned or run-down structures, the cleaning and restoration of beach areas littered with concrete and steel debris, a sequence of two waterfront plazas, two small urban parks, sidewalks and roadway pavement. As one approaches the west end of the project from town, a new beachfront plaza will receive you. Moving eastward, what is now an abandoned fountain with a sculpture of fishermen on their boat will be replaced by a small park with trees and seating areas, where the sculpture will become a focal point. Across the street, a new sidewalk along the narrow roadway will connect with the newly restored and expanded municipal waterfront plaza which includes new kiosks for the rental of kayaks and souvenirs sale, a new sea wall, steps to the beach and a restroom. Further east, a small triangular lot will be converted into a small park with a small kiosk for bike rental and refreshments sales.
Bid packages can be collected since June 27, 2014 at 4:00 p.m. until July 08, 2014 at 4:00 p.m. at PRIFA’s offices located at 268 Muñoz Rivera Avenue in World Plaza building, Fourth Floor, Hato Rey. Bid packages will have a non-reimbursable cost of one hundred fifty dollars ($150.00) payable to the PRIFA with certified check or money order. Payments in cash will not be accepted.
The mandatory Pre-Bid Meeting will be held at PRIFA’s offices located at 268 Muñoz Rivera Avenue in World Plaza, 17th Floor Conference Room. All formal bids must include a bid bond in the amount of five percent (5%) of the maximum bid value. All bids received, will be publicly opened and read aloud by the Board of Awards at the 17th Floor Conference Room, at the Proposal Submittal Due Date. Additionally, in accordance with Law Number 85 of June 18, 2002, the contractor shall submit an Eligibility Certificate from the General Services Administration. PRIFA reserves the right to accept or reject any bids and to recommend to the Executive Director the bid’s award under the most favorable conditions to PRIFA.
