​​In accordance with Act No. 44 of June 21, 1988, as amended, and Procurement Regulation No. 5853 of the Puerto Rico Infrastructure Financing Authority (hereinafter "PRIFA") approved September 9, 1998, PRIFA is requesting competitive proposals for the construction of the Science City Urban Insfrastructure Phase II: Laboratory Road Project.                                                                                                                                                                                                            The project consists of the construction of a two (2) lane road that extends from the De Diego Avenue, up to an intersection with the proposed Science City Boulevard (one of the other construction phase of the urban insfractructure), close to PR21.  The Project also includes geometric improvements to the Diego Avenue, which will provide Science City's with a south access way for its future developments.  In accordance with Science City's Master Plan (prepared on June 2007), Laboratory Road will features urban insfrastructure and landscaping elements which shall manage sustainable water runoff within the public  space in a sustainable matter.  The Project materials will feature previous concrete finishes interweaving with the landscape in walkways and bicycle lanes to promote a pedestrian and multimodal connection to the Tren Urbano's Centro Médico Station.​                                                                                                                                                                                            ​Laboratory Road will also include electrical, potable water, sanitary, telecommunications, and drainage infrastructure for all of the proposed future uses of the Science City Development. North of its right-ofway, Laboratory Road will provide access to an existing metal structure to be rehabilitated by the Puerto Rico Environmental Quality  Board, access improvements and a parking lot for the structure.  With respect to electrical connections, the Project shall include certain offsite work to connect Science City's electrical ifrastructure to an electrical line of the Puerto Rico Electrical Power Authority.   The work for this project is detailed in the drawings and specifications as part of this Request for Proposals Package.
