Descripción:
The Puerto Rico Public Housing Administration (PRPHA) is requesting Proposals from qualified technical Contractors with experience in providing hardware/software installation, and maintenance for Gunshot Detection Systems. The PRPHA prefers not to acquire the system, and seeks an ongoing (subscription-based) service. The services required are described in Section 3 of the RFP.The PRPHA is one of the nation's largest public housing authorities. It owns and operates approximately 53,450 dwelling units and non-dwelling structures throughout Puerto Rico.
The Puerto Rico Public Housing Administration seeks to continue improving the quality of life and strengthening the social life of public housing residents. This acquisition is to be use to aid PRPHA and the local public law enforcements agencies reduce the crime rate in the public housing developments.
The instructions and requirements (RFP Package) governing this procurement process, and other pertinent documents, may be obtained at no cost, on business days, from 8:00 a.m. to 12 m.d. and from 1:00 p.m. to 4:30 p.m. at 606 Barbosa Ave., Juan C. Cordero Dávila Building, 9th Floor, Procurement Area, San Juan, P.R.All interested firms are hereby invited to a PRE-PROPOSAL MEETING to be held on the day and location described below. Attendance is not mandatory, but we encourage Respondents to participate.
Proposals will be received at Central Office of PRPHA located at #606 Barbosa Ave, Juan C. Cordero Davila Building, 9th Floor, San Juan, P.R.00918, until the date and hour described below.
Proposals submitted after the date and time established for due date, shall be recorded as a late Proposal and retained unopened in the contract file. No Proposal should be withdrawn, for a period of 90 days after the date of due date, without the consent of PRPHA. PRPHA will not be liable for any claim, loss, damage or cost as a result of this Solicitation.
PRPHA reserves the right to reject any or all Proposals received and to waive any informality in the process. This procurement is totally financed by Federal Funds.
This Solicitation complies with the most recent requirements of federal and state laws and regulations applicable to the procurement process, included in the rulings of U.S. Department of Housing and Urban Development (HUD): 2 CFR 200.320 (c); HUD Procurement Handbook 7460.8 REV-2, and PRPHA Procurement Manual (Rule No. 8967, approved June 9, 2017). Awarded Proponent shall comply with Davis–Bacon Act (40 U.S.Code 3141-3148) as supplemented by Labor Standards established by U.S. Department of Labor (29 CFR Part 5), and requirements established in Section 3 of the Housing and Urban Development Act of 1968, (12 U.S.Code 1701u), relative to ensure the creation of new jobs and other economic opportunities generated by HUD or by Projects Assisted by HUD.
