Residential Solar Water Heater Services
Weatherization Assistance Program (WAP) 
 
In accordance with Act No. 44 of June 21, 1988, as amended, and Procurement Regulation Number 5853 of Puerto Rico Infrastructure Financing Authority (PRIFA) approved September 9, 1998, the PRIFA’s is requesting competitive bids from contractors, for the project referenced above. PRIFA, in representation of the State Office of Energy Policy (SOEP), is issuing this Invitation for Bid to solicit bids from experienced Bidders interested in providing residential Solar Water Heater services for the Project.
 
 
This project consists of the supply and installation of approximately two hundred (200) residential Solar Water Heaters, and the removal and disposition of the existing water heaters at WAP eligible homes throughout Puerto Rico, including Vieques and Culebra (as specified in the Bid Documents). All work to be done will be in accordance with the Contract Documents.  Additionally, in accordance with the Project’s requirements, the contractor shall be submitting a valid OG-300 Certification emitted by the Solar Rating Certification Corporation.
 
 
Bid packages can be collected beginning Monday, January 12, 2015 at 2:00 p.m. and will be available until Tuesday, January 20 at 4:00 p.m. at PRIFA’s offices located at 268 Muñoz Rivera Avenue in World Plaza building, 12th Floor, Hato Rey. Bid packages will have a non-reimbursable cost of twenty dollars ($20.00) payable to the PRIFA with certified check or money order. Payments in cash will not be accepted.

IFB Documents Availability until: Tuesday, January 20, 2015 @ 4:00 p.m.
Mandatory Pre-Bid Meeting: Tuesday, January 20, 2015 @ 10:00 a.m.
IFB Questions Deadline: Tuesday, January 23, 2015 @ 5:00 p.m.
Bid Submittal  Due Date: Tuesday, February 3, 2015 @ 10:00 a.m.
 
 
All formal bids must include a bid bond in the amount of five percent (5%) of the maximum bid value.   All bids shall be delivered by the Bidders at PRIFA’s offices located at 268 Muñoz Rivera Avenue in World Plaza building, 12th Floor, Hato Rey by the aforementioned date and time.  All bids received will be publicly opened and read aloud by the Board of Awards at the 12th Floor Conference Room, at the Bid Submittal Due Date. Additionally, in accordance with Law Number 85 of June 18, 2002, the contractor shall submit an Eligibility Certificate from the General Services Administration. PRIFA reserves the right to accept or reject any bids and to recommend to the Executive Director the bid’s award under the most favorable conditions to PRIFA.
