The Puerto Rico Infrastructure Financing Authority (PRIFA) in representation of the Office of the Governor (the Owner) and in accordance with Act No. 44 of June 21, 1988, as amended, and Regulations for Procurement 5853 of PRIFA for Regulations for Procurement approved September 9, 1998, the PRIFA’s is issuing this Request for Bids (the IFB) in an effort to obtain Bids from experienced Bidders interested in providing construction services for La Fortaleza requesting competitive bids from contractors, for the following project:

REMPLAZO DE PUERTAS Y VENTANAS EXTERIORES
WIND RETROFIT PROJECT #59 FORTALEZA BUILDING
 
This IFB specifically attends for the Wind Retrofit Project #59 Fortaleza Building located in Old San Juan, Puerto Rico.  The project involves new doors/windows at openings where presently none exist, as well as the replacement of three (3) sets of doors at the street facade.  The intention is to make all the exterior openings of this building resistant to storm/strong winds and heavy/driving rain. Work will perform in the first and second levels.
 
Through this IFB, PRIFA will evaluate all Bidders that submit Bids in order to select the best Bidder that complies with all requirements presented in this IFB.  PRIFA’s roles and responsibilities to the Owner comprise the assistance in procurement process, as technical advisors in connection with the IFB process, to provide contract award recommendation(s), and to assist in the execution of the contract documents if need be.
 
Bid packages can be collected since June 19, 2014 from 2:00 p.m. to June 25, 2014 until 4:00 p.m. at PRIFA’s offices located on 268 Muñoz Rivera Avenue in World Plaza building, Fourth Floor, Hato Rey.  Bid packages will have a non-reimbursable cost of one hundred dollars ($100.00) payable to PRIFA. Payments can be made by certified check or money order. Payments in cash will not be accepted.
 
The mandatory Pre-Bid Meeting will be held at PRIFA’s offices located on 268 Muñoz Rivera Avenue in World Plaza, Hato Rey, 17th Floor Conference Room.  All formal bids must include a bid bond in the amount of five percent (5%) of the maximum bid value.  All bids received, will be publicly opened and read aloud by the Board of Awards at the 17th Floor Conference Room, at the Bid Submittal Due Date.  PRIFA reserves the right to accept or reject any Bid and to recommend to the Executive Director the awarded Bidders under the most favorable conditions to PRIFA’s.  All interested contractors must comply with the IFB packages provisions and they will be responsible to deliver the documents before Bid submission deadline.​
