  The Federal Emergency Management Agency
(FEMA) may provide congregate shelter assistance to people who are unable to
return to their pre-disaster primary residence because their home is either
uninhabitable or inaccessible due to a Presidentially-declared disaster. FEMA may also provide rehabilitation of owner occupied properties for use as Shelters under the Sheltering and Temporary Essential Power (STEP) Pilot Program.

  


  
    

  

  


  



  


  
    

  

  


  
    Because of the disaster caused by
Hurricanes Irma and Maria the Government of Puerto Rico is interested in the
rehabilitation of multiple locations in order to provide sanitary and secure

    Pursuant
to 2 C.F.R. PART 200.317-326 and the Department of Housing (DOH), Acquisition
Regulations, the DOH is seeking an Oversight Management Firm, hereinafter
referred to as the "Respondent", with extensive experience managing
and coordinating full construction activities for rehabilitation projects fully
funded with federal funds.  Some of the
services will include but are not limited to Pre-Construction, Construction and
Project Closeout Services. The specific services are described in Section 2 “Scope of
