​​​In accordance with Act No. 44 of June 21, 1988, as amended, and Procurement Regulation Number 5853 of Puerto Rico Infrastructure Financing Authority (PRIFA) approved September 9, 1998, the PRIFA’s is requesting competitive Proposal’s for the supply and installation of Paseo Puerta de Tierra signage and orientation system, referred as Wayfinding.

The purpose of Paseo Puerta de Tierra is to create an urban space for the recreation, and enjoyment of tourists and public in general, and to promote cultural, social and economic development of Puerta de Tierra sector. The project seeks to provide a continuous connection between El Condado and Old San Juan thru the development of a circuit type route. The route will provide a secure pedestrian walkway, an independent and safe bicycle lane, together with the creation of open landscaped spaces. This Wayfinding system will be installed along the Paseo Puerta de Tierra project and it comprises: (1) general orientation for cyclists and pedestrians by means of location maps, (2) labeling of historical sites along the circuit, (3) signaling and marking of rules and regulations, and (4) labeling of streets, bus stops, etc. It will have an approximate of eight (8) different types of signage structures. Also, some minor civil works in relation with the construction of foundations and monoliths bases.

Proposal’s packages will be available since Tuesday, May the 12th at 2:00 p.m. until Tuesday, May the 26th at 4:00 p.m. at PRIFA’s offices located at 268 Muñoz Rivera Avenue in World Plaza building, 12th Floor, Hato Rey. Proposal’s packages will have a non-reimbursable cost of one hundred dollars ($100.00) payable to the PRIFA with certified check or money order. Payments in cash will not be accepted.

​The mandatory Pre-Bid Meeting will be held at PRIFA’s offices located at 268 Muñoz Rivera Avenue in World Plaza, 12th Floor Conference Room.  All formal proposals must include a proposal bond in the amount of five percent (5%) of the maximum proposal value.  All proposals shall be delivered by the Proponent at PRIFA’s offices located at 268 Muñoz Rivera Avenue in World Plaza building, 12th Floor, Hato Rey by the aforementioned date and time.  All proposals received will be publicly opened and read aloud by the Board of Awards at the 12th Floor Conference Room, at the Proposal Submittal Due Date. Additionally, in accordance with Law Number 85 of June 18, 2002, the contractor shall submit an Eligibility Certificate from the General Services Administration. PRIFA reserves the right to accept or reject any proposals and to recommend to the Executive Director the proposal award under the most favorable conditions to PRIFA.
