REQUEST FOR PROPOSAL (RFP)
 
In accordance with Act No. 44 of June 21, 1998, as amended, and Regulations for Procurement 5853 approved September 9, 1998, the Puerto Rico Infrastructure Financing Authority (“PRIFA”) in representation of the Veteran’s Advocate Office (“PRVAO”) is requesting proposals for the following project:

OPERATION, MANAGEMENT, MAINTENANCE AND LEASE SERVICES
FOR CASA DEL VETERANO, JUANA DÍAZ, PUERTO RICO
 
PRVAO believe that is in the best interest of the veterans residing in the Facilities as well as in the best interest of the Commonwealth of Puerto Rico to request proposals which can allow multiple interested and qualified service providers to present their proposals for an award of the Buena Pro for the lease and complete operation, management and maintenance of the Facilities and the eventual execution of a multi annual Veteran’s Home Facilities Lease, Operation, Management & Maintenance Services Agreement with the PRVAO, hereinafter the “Project”.
 
The purpose of this Request for Proposal (RFP) is to solicit proposals for the purpose of awarding a Contract for the furnishing of domiciliary and nursing home care to Veterans of the United States Armed Forces (Veterans) known as “La Casa del Veterano”, located at Municipality of Juana Díaz, Puerto Rico.  The Facilities consist of one hundred and twenty (120) beds of domiciliary care and one hundred and twenty (120) beds of nursing home care for use by Veterans and other non-veterans permitted individuals (Non-Veterans Individuals) in accordance with 38 U.S.C. §§1741-1745, and its corresponding regulations (38 CFR Parts 17 and 51).
 
La Casa del Veterano has two living units, the first floor is a Domiciliary-Residential unit used by veterans who do not requiere specialalized medical attention. The second floor is a Nursing Home with specialized care twenty four hours a day which includes but are not limited to Physicians, nurses, physical therapists, recreational therapists, social workers, and several other support personal.
 
Bid packages can be collected since March 28, 2014 from 2:00 p.m. to April 2, 2014 until 4:00 p.m. at PRIFA’s offices located on 268 Muñoz Rivera Avenue in World Plaza building, Fourth Floor, Hato Rey.  Bid packages will have a non-reimbursable cost of $100.00 payable to the Puerto Rico Infrastructure Financing Authority with certified check or money order. Payments in cash will not be accepted.
 

The mandatory Pre-Bid Meeting will be held at PRIFA’s offices located on 268 Muñoz Rivera Avenue in World Plaza, Hato Rey, 17th Floor Conference Room.  All formal bids must include a bid bond in the amount of five percent (5%) of the maximum bid value.  PRIFA reserves the right to accept or reject any bids and to recommend to the Executive Director the bid’s award under the most favorable conditions to PRIFA.  All interested contractors must comply with the Bid packages provisions and they will be responsible to deliver the documents before bid submission deadline.
