Descripción: The Department of Family and its Administration for Child Support Enforcement (ASUME for its initials in Spanish) desire to procure the services of a single Contractor to provide Facilities Management services. These services must include the operation, modification, enhancement, and maintenance of the Puerto Rico Automated Child Support Enforcement System (PRACSES). PRACSES is the automated tool used by ASUME to comply with the requirements of Federal and Puerto Rico laws and regulations, including the Family Support Act, the Personal Responsibility and Work Opportunity Act, as well as the needs of the program's operating components. The selected Contractor will be expected to provide the following services, among others: Manage the PRACSES data center facilities currently leased by ASUME and located in San Juan, Puerto Rico; PRACSES manages the child support case management instances such as; opening, location, collections, billing, distribution of payments; document management, interfaces with different entities, compilation and statistics management; Provide maintenance and support of the PRACSES and New Hire Registry System (NHRS) applications; Coordinate and supervise third party maintenance and support of PRACSES system hardware and software; Develop, test, and implement enhancements to the PRACSES and NHRS applications as requested by ASUME; Develop, maintain, and test security, administrative, personnel, and operational processes and procedures; Establish and supervise physical security assets, systems, and procedures; Monitor and ensure that all PRACSES physical, human, and technology resources are available and in compliance with contractual requirements; Monitor compliance with state and federal requirements and regulations and alert ASUME management of changes in existing requirements and/or implementation of new requirements.

The Procurement library will be available in hardcopy format for your review during normal ASUME business hours (8:30 a.m. to 4:30 p.m.). A scanner will be available for Bidders who are interested in obtaining copies of documents. Bidders must provide their own storage media (USB drives or sticks). Only 'scanning to storage' will be allowed – no photocopying will be permitted.
Interested parties in the specification documents, will be available in hard copy for your review. A mandatory pre-proposal conference will be held on Wednesday, April 23 2019 at 9:30 a.m. in the Conference Room located on the 8th floor of the Metro Center Building. Failure to comply with attendance to the conference may expose an otherwise qualified bidder to disqualification. Bidders are encouraged to submit questions in writing prior to the Pre-proposal Conference
