The Puerto Rico Public Housing Administration (“PRPHA") is soliciting statements of qualifications (each, an “SOQ") from individuals and firms interested in providing  Architectural, Engineering or Design Services (each, a “Respondent") for the various programs and projects the PRPHA will be implementing during the next five [5] calendar years.
The instructions and rules governing this procurement process, as well as other pertinent documents will be available beginning on Wednesday, January 23, 2019 until Friday, February 6, 2019 from 9:00 a.m. to 12:00 p.m., and 1:00 p.m. to 3:30 p.m. on business days, at the PRPHA, Procurement Office 9th floor, Juan César Cordero Dávila Building, 606 Barbosa Avenue, Hato Rey, P.R. 00918.  The cost of the qualifications package(USB) is $10.00 (non-refundable) cash, money order or certified check (payable to PRPHA) for one set per interested firms at the Collection Office 6th floor, from 8:00 a.m. to 12:00 p.m., and 1:00 p.m. to 3:30 p.m. For any additional information, you may contact us at (787)-281-7219 or via E-mail at procurement@avp.pr.gov.
All interested firms are hereby invited to a Pre-Submission Conference at 10:00 a.m. on Friday February 1, 2019 at the Basement Conference Room, Juan César Cordero Building, 606 Barbosa Avenue, Hato Rey, Puerto Rico 00917.  Attendance is not mandatory, but we encourage respondents to participate in the Pre-Submission Conference.
Qualifications may be hand delivered or sent by certified or registered mail, return receipt requested, to the address mentioned above.  All qualifications must be submitted in a sealed envelope in original and five (5) copies properly identified as AVP-RFQ-18-19-01.  Proponents must assure themselves that their qualifications are received at the above-mentioned address by 3:00 p.m., Tuesday, February 26, 2019.  Qualifications received after the date and time established by the PRPHA, shall be recorded as a late qualification and retained unopened in the contract file.
The PRPHA reserves the right to reject any and all qualifications or cancel this request if it is deemed to be in the best interest of the agency to do so.  The PRPHA reserves the right to amend this RFQ at any time, before the award.  This solicitation complies with the most recent HUD procurement requirements in 2 CFR 200.320 (d), Procurement Manual HUD 7460.8, REV-2, and with PRPHA Procurement Manual.
