​​​​​In response to the recovery efforts after Hurricanes María and Irma, the U.S. Department of Housing and Urban Development (HUD) allocated $1,507,179,000 to the Government of Puerto Rico in Community Development Block Grant for Disaster Recovery (CDBG-DR) funds for the purpose of assisting in long-term recovery from the 2017 disasters. The Puerto Rico Department of Housing (PRDOH) was designated by the Governor of Puerto Rico as the grantee and administrator of this allocation. In addition to recover and rebuild, these funds are granted to stimulate economic growth in every affected community. The PRDOH is issuing this Request for Proposals (RFP) to acquire Cost Estimating Services under the CDBG-DR allocation. The purpose of this RFP is to obtain cost estimating services from qualified professionals to establish cost reasonableness of a variety of services to be procured for the implementation of the CBDG-DR funded programs that will be managed by the PRDOH. The estimators will generate independent cost estimates for the broad range of CDBG-DR programs. The estimates will serve as a basis to the PRDOH of the costs they will incur in the acquisition of professional services, goods, information technology systems, among others. The successful Proposer shall engage immediately after an agreement with the PRDOH is signed. The RFP process is designed to promote fair and open competition while seeking a cost competitive option.
