  The Puerto Rico Public Housing Administration (“PRPHA"), under the direction of the Puerto Rico Department of Housing (DOH) is soliciting to acquire services from one or more development teams to be Development Partners with DOH in the development or redevelopment of public housing in Puerto Rico using a mixed-finance, mixed-income approach.  The three initial sites are expected to include:
   
  
    Los Cedros located in Trujillo Alto
    Ponce De Leon 55 located in metropolitan San Juan
    Torres de Sabana located in Carolina
  
   
  DOH may change the areas to be development or add additional development sites to be developed by the Development Partner or Partners selected through this solicitation process.
   
  The Request for Qualifications Package, including the instructions and requirements governing the solicitation process, as well as the scope of services to be performed may be obtained beginning February 20, 2019 at 9:00 a.m. AST until March 20, 2019 at 3:30 p.m. AST on business days at the PRPHA, Procurement Office 9th floor, Juan César Cordero Dávila Building, 606 Barbosa Avenue, Hato Rey, P.R. 00918.   All interested firms are hereby invited to a Pre-Submission Conference at 10:00 a.m. on March 13, 2019 at the Basement Conference Room, Juan César Cordero Building, 606 Barbosa Avenue, Hato Rey, Puerto Rico 00917.  Attendance is not mandatory, but respondents are encouraged to participate in the Pre-Submission Conference.  Questions and requests for clarification must be submitted via email to procurement@avp.pr.gov by March 20, 2019 at 3:30 p.m. AST and responses will be provided by March 27, 2019 at 3:30 p.m. AST at the latest.
   
  Qualifications may be hand delivered or sent by certified or registered mail, return receipt requested, to the address mentioned above.  All qualifications must be submitted in a sealed envelope in original and five (5) copies properly identified as DOH-RFQ-18-19-01 Mixed-Finance.  Proponents must assure themselves that their qualifications are received at the above-mentioned address by 3:00 p.m. AST, April 8, 2019.  Qualifications received after the date and time established by the DOH, shall be recorded as a late qualification and retained unopened in the contract file.
   
  The DOH reserves the right to reject any and all qualifications or cancel this request if it is deemed to be in the best interest of the agency to do so.  The DOH reserves the right to amend this RFQ at any time, before the award.  This solicitation complies with the most recent HUD procurement requirements in 2 CFR 200.320 (d).​
