Puerto Rico Aqueduct and Sewer Authority (PRASA) invites consulting engineering firms to submit  Statements of Qualifications (SOQ) describing in detail their technical, management and financial qualifications in order to provide professional engineering and related professional services for the management and implementation of regional Capital Improvements Programs (CIP) for PRASA.Based on the evaluation of the SOQs, PRASA expects to select at its sole discretion one or several firms to engage in contract with PRASA to provide owner's representative and program management services.  The term of the contract will be one year with an option to renovate for up to four additional years for a total of five years, but always reserving the right to renew pursuing PRASA's best interests.PRASA issues this Request for Qualifications (RFQ) in compliance with the public policy of the Government of Puerto Rico as established in Art. 3 of Act No. 42-2018, “Ley de Preferencia para Contratistas y Proveedores Locales de Construcción".  Act No. 42-2018 states that all governmental entities are required to reserve at least twenty percent (20%) of procurement and construction contracts to services rendered by Local Business or Providers of Construction Services, as defined in Art. 2(B) and (C) of said Act.  PRASA affirms and recognizes this preference policy, therefore Act No. 42-2018 applies to all procurement processes conducted at PRASA.  Proponents that comply with all the requirements and parameters established in Act No. 42-2018 will have the right to claim PRASA to apply the percentage of preference at the adjudication.Due to the fact that a portion of the works carried out under the contract may be reimbursable by the Federal Emergency Management Agency (FEMA), the adjudicated proponent must comply with all FEMA requirements.Proponents are hereby advised that an orientation meeting will be held on February 6, 2019 at 10:00 A.M. at PRASA's Main Building, 10th Floor, located at #604 Barbosa Avenue in Hato Rey, Puerto Rico.For Proponents to be eligible to submit SOQs, they shall purchase the RFQ documents and then gain access to a digital download (PDF) through the PRASA DATA BIDS website, www.aaasubastas.com, upon payment to the cashier on the fourth floor of PRASA's Central Office, 604 Barbosa Avenue, Hato Rey, Suite 411 with cash, postal money order, certified check, debit card, Visa or Master Card in the amount of $50 and not later than the deadline prior to submitting the qualifications. Postal money order or certified check shall be drawn to the order of PRASA.  Payment will not be refunded. Hard copies or CD's shall not be provided by PRASA.​Sealed documents will be received by the PRASA at the 8th of PRASA's Building, located at 604 Barbosa Avenue, Hato Rey, Puerto Rico 00917-4310.
