Descripción:

​The State Energy Public Policy Office (hereafter referred as "OEPPE", for its Spanish acronym) and the Public Building Authority (hereafter referred as "AEP", for its Spanish acronym) seek proposals to install roof mounted photovoltaic power systems (hereafter the, "PV Systems") on schools owned by the AEP and administered by the Department of Education (hereafter, the "Projects" or "Location"). The Department of Education (hereafter, the "DE") is interested in obtaining electric utility savings by buying energy generated from the Provider selected through this request of proposals process (hereafter, "RFP").

The PBA will not be responsible for proposals submitted after the date or time above or anywhere else other than the one indicated.  Remember that the proposals will not be read in public and will be kept confidential until the signing of the contract, as established by article VIII, paragraph A.c.2 of AEP auction rules. 
 
They may only tender firms or individuals who have purchased the documents for this bid, in the period before stated, who attend the compulsory Proponents Reunion on the above date, and who have entered the single registry of tenderers of the General Services Administration, as stipulated in the law No. 85 of June 18, 2002. 
Questions from tenderers on errors, discrepancies or ambiguities that might exist in the contract documents, must be submitted, and delivered directly in the BIDS Division of the PBA, or by electronic mail: subastas@aep.pr.gov before Monday April 11, 2016
Questions concerning these documents after this date and time will not be accepted.   A BID BOND of $20,000.00 payable to AEP, certified check or bond from an insurance company authorized by the Office of the Commissioner of insurance is required.
Tenders must be submitted in a sealed manila envelope (including digital copy - CD), addressed to: REQUEST FOR QUALIFICATIONS/PROPOSALS FOR SOLAR POWER PURCHASE FOR SEVERAL SCHOOLS OF THE PUBLIC BUILDING AUTHORITY OF PR GROUPS 1 & 2.
The PBA  will not accept bids submitted after the fixed time or that they do not meet the requirements.  The BID Board reserves the right to accept or reject any or all bids and to award the good pro under the most favourable conditions for the ASP. also reserves the right to cancel the award of any contract at any time before signing the contract without any responsibility.
