La Junta de Subastas de la Autoridad de
Carreteras y Transportación (la Autoridad) recibirá propuestas en pliegos
cerrados para la contratación del proyecto arriba mencionado. Los licitadores deberán radicar sus propuestas en la Oficina de la Junta de Subastas localizada en el Piso Once de la Autoridad, en o antes de las 10:00 am del día 18 de junio de 2020.  Las propuestas se abrirán públicamente y leerán en voz alta en reunión virtual (WEBEX) el día 19 de junio a las 10:00 am.  Se le enviará invitación a dicha reunión a todo aquel que haya entregado su propuesta de manera que pueda conectarse a la misma. Se efectuará una reunión pre-subasta el día  4 de junio de 2020 a las 10:00 am.  La misma será virtual (WEBEX).  Se enviará una invitación a dicha reunión a todo aquel que se haya registrado con la Oficina de Estimados y Subastas en o antes del día anterior a la fecha de la pre-subasta.  Toda información necesaria, así como los documentos de contrato y propuesta podrán obtenerse en la Oficina de Estimados y Subastas de la Autoridad, (787)721-8787, extensión 1132/1134, desde el día de publicación de este aviso, hasta dos días laborables antes de la fecha fijada para la apertura de los pliegos mediante un pago, no reembolsable, de $100.00. ESTOS DOCUMENTOS ESTARAN DISPONIBLES UNICAMENTE EN FORMATO DIGITAL PARA SER ACCEDIDOS DESDE UN ENLACE QUE LE SERA SUMINISTRADO VIA CORREO ELECTRONICO. Dicho pago deberá efectuarse personalmente en efectivo, giro, tarjetas de crédito Visa o Master Card, o tarjeta de débito ATH en la Oficina del Tesorero de la Autoridad (Piso 7, Centro Gubernamental Roberto Sanchez Vilella (Minillas), de martes a viernes entre 9:00 am y 2:00 pm). El recibo de pago deberá tener el nombre exacto de la empresa que presentará la licitación o de lo contrario la misma será rechazada. El recibo de pago deberá ser enviado por correo electrónico a juntasubastas@dtop.pr.gov con la información necesaria para el registro de la firma interesada. Posterior a eso, se le enviará el enlace para que pueda obtener los documentos de subasta.​ El costo estimado de la construcción de este
proyecto es de $3,500,000.00.                        La Autoridad de Carreteras y Transportación
cumple con la reglamentación establecida en el “49 CFR Part 26” para “Minority
Business Enterprises”.  Para información

contrato para este proyecto, el licitador deberá cumplir con los requisitos
sobre la utilización de firmas en desventaja social y económica (DBE por sus
siglas en inglés) que están incluidos en los documentos de contrato.  El no cumplir con estos requisitos será
suficiente causa para la Autoridad no adjudicar el contrato. Toda propuesta deberá venir acompañada de una
fianza provisional (“Bid Bond”) equivalente al cinco por ciento (5%) de la
propuesta y sujeto a las condiciones que se expresan en el Artículo 102.08 de
las Condiciones Generales y de copia vigente de la certificación del Registro
de Licitadores de la Administración de Servicios Generales.  ----------0----------  Sealed proposals for the above project will be
received by the Board of Awards of the Highway and Transportation Authority
(the Authority).  Bidders shall submit their proposals at the Office of the Board of Awards on the Eleventh Floor of the Authority on or before 10:00 am of June 18, 2020.  The proposals will be opened and read aloud on a virtual (WEBEX) meeting at 10:00 am of June 19, 2020. An invitation in order to access the meeting will be sent to those proposers who delivered their proposals.      A non-mandatory virtual (WEBEX) pre-bid meeting will be held at 10:00 am on June 4, 2020. An invitation in order to access the meeting will be sent to those proposers that has request its registration at the Estimates and Bids Office. Although non mandatory, attendance to this meeting is highly recommendable.                        Plans, specifications and other contract
documents, and all other necessary information, may be obtained from the
Estimates and Bids Office of the Authority located on the Eleventh floor of the
south Tower of Roberto Sánchez Vilella Governmental Center, (787) 721-8787
Extension 1132 or 1134, from the date of this advertisement for bids, until two working days prior to the
opening of bids upon a non-reimbursable payment of $100.00.  THESE DOCUMENTS WILL BE AVAILABLE ONLY IN
DIGITAL FORMAT TO BE DOWNLOADED FROM A LINK THAT WILL BE SENT BY EMAIL.  Said payment shall be made in cash, money
order Visa or Master Card credit cards or ATH debit card at the Authority’s
Treasurer Office located on the Seventh (7th) floor (Tuesdays to Fridays from 9:00 am to 2:00 pm). 
The proposal will be rejected if the payment receipt does not show the exact
name of the firm delivering the proposal. The payment receipt shall be sent by email to juntasubastas@dtop.pr.gov with all necessary information of the firm interested to be registered. After the registration is complete a link with the bid documents will be sent. The construction cost for this project is
estimated at $3,500,000.00.            The Puerto Rico Highway and Transportation
Authority complies with regulation included in 49 CFR Part 26 for Disadvantaged

 To be eligible for the award of the contract
for this project, a bidder shall comply with the special provision on the
Utilization of Disadvantaged Business Enterprises (DBE) that is included in the
contract documents.  Failure to comply
with these requirements will be sufficient cause for the Authority to not award
the contract. Each proposal must be accompanied by a proposal
guaranty of five percent (5%) of the bid submitted and subject to the
conditions indicated in Article 102.08 of the General Provisions and copy of an
updated certification for the Bidders Register from the General Services
Administration.
