Puerto Rico and Island Municipalities Maritime Transport Authority Request for Proposal PRMTA-2020-003
Bareboat Passenger Vessel Lease
This Request for Proposal (“
RFP
”) is an invitation to prospective
marine vessels’ owners (“
Proponent
”) to submit a
Proposal
for a term hire lease of a bareboat
passenger vessel (“
Vessel
”) with a capacity of 300 – 450 passengers for a
one-year contract with an option to extend on a month-to-month basis (“
Contract
”).
The Puerto Rico and Island Municipalities Maritime Transport Authority (“
PRMTA
” or “
Authority
”) is the public ferry transit operator under the Puerto Rico Highway and Transit Authority (“
PRHTA
”). The Authority seeks to lease a bareboat vessel to supplement its fleet for the ferry transportation services between the Municipalities of Ceiba, Vieques and Culebra, and Puerto Rico.
Interested parties are invited to submit Proposals in accordance with the guidelines described throughout this RFP, on or before August 13, 2020 at 5:00 pm (AST). The complete RFP document can be requested by sending an e-mail to propuestas@atm.pr.gov.

The contract resulting from this RFP is subject to financial assistance grants from the Federal Transit Administration (“
FTA
”). The proposal process and performance of requested services will be in accordance with the guidelines and regulations of FTA’s “Third Party Contracting Guidelines”, FTA Circular 4220.1F, and shall comply with 23 USC §112 (b)(2)(A) and 23 C.F.R. §172. All other applicable federal, state, and local laws and regulations will apply.
