Descripción:
In accordance with Act 125 of May 7, 1942, as amended, and Regulation 8981 of PRPA Bids and Request for Proposals, the Puerto Rico Ports Authority (PRPA) is requesting competitive bids from contractors, for the project referenced above.
The project consists of the pavement rehabilitation of Taxiway A (Alpha) East, Taxiway E (Echo), Taxiway F (Foxtrot), and Taxiway G (Golf) at the Mercedita International Airport (PSE), Ponce, Puerto Rico. The Taxiway A East pavement rehabilitation includes the mill and overlay of the Asphalt Concrete (AC) pavement and the pavement rehabilitation of several taxiway connectors to match existing elevations. The scope of work also includes airfield lighting, signage and visual aids modifications, stormwater pipe and structures, and pavement markings. These scope items are in accordance with contract documents and Federal Aviation Administration (FAA) technical specifications.
Bidders of this project shall submit the Proposal, in accordance with the Instructions to Bidders contained in the Contract Documents, on or before March 20, 2024, at 10:00 AM.
A non-compulsory pre-bid meeting will be held on February 27, 2024, at 10:00 AM (Local PR Time - AST). This pre-bid meeting will be held at the Conference Room, PRPA Engineering Building (2nd Floor), at Isla Grande, San Juan. PRPA strongly encourages prospective bidders to attend the pre-bid conference.
In order to participate, bidders should request bidding documents and drawings, by filling and submitting copy of the bidder's registration form, included as part of this advertisement, to the following email, rrivera@prpa.pr.gov, until March 1, 2024, 4:00pm. Bidding documents and drawings will be available for request and distribution after February 8, 2024, at 12:00 Noon. Bidders are advised that they must be registered as possessors of the contract documents for the project and possessors of all such amendments.
Date limit for Requests for Further Information (RFI) is March 5, 2024, 4:00 PM. RFI should be addressed by email to the following address: rrivera@prpa.pr.gov.
The Bid Opening will take place on March 20, 2024, at 10:30AM at the Conference Room of the Puerto Rico Ports Authority, Central Office, at Isla Grande, San Juan, PR. All bids received will be publicly opened and read aloud by the Bids Board at the same day of the Bid Opening.
The project is conditioned upon the receipt of federal funding under provisions of the Federal Aviation Administration (FAA), Airport Improvement Program (AlP). Certain mandatory federal requirements apply to this solicitation and will be made part of any contract awarded. The Qualified Bidder must comply with all federal regulations, including, but not limited, to Access to Records and Reports (Reference: 2 CFR § 200.326, 2 CFR § 200.333), affirmative action requirement (Reference: 41 CFR part 60-4, Executive Order 11246), Breach of Contract Terms. GENERAL – SITE VISIT ATTENDANCE LISTEnclosed find a copy of the Attendance List of the Site Visit to Mercedita International Airport (PSE), Mercedita Ward, Ponce PR, held on Tuesday, March 5, 2024 (10:00AM). See Attachment 1. PROJECT MANUAL – SECTION III / UNIFORM GENERAL CONDITIONS FOR PUBLIC WORKS CONTRACTS IN PUERTO RICOReplace in its entirety the Uniform General Conditions for Public Works in Puerto Rico, as included in the original Project Manual for Bid No. 3-34. Note that Article 3 of the above-referenced document is in full force and effect. Also, Appendix No. 1 from the original document was removed and replaced by the new specifications for project signs during construction. This action due to requirements from the State Election Commission (Comisión Estatal de Elecciones) since 2024 is an election year. See Attachment 2. This change requires the Bidder to provide a detailed description of the procedure to obtain the modified binder, identifying both the Supplier and the Producer, to ensure full compliance with the technical specifications related to the asphalt binder material of Performance Grade (PG) 76-22.
